Duties Provides oversight as an advisor and consultant serving all the Army National Guard personnel within a state for off duty civilian training and education. Provides advisory services to the education services officer, recruiting and retention command, and battalion and unit commanders concerning the educational needs and incentive eligibility of their assigned personnel and customer support. Maintains contact with such commanders apprising their staff and assigned troops of the educational opportunities available through the General Education Development (GED) and Army Career Education System (ACES) Programs. Functions as the principal liaison between National Guard members and participating public and private educational institutions. Performs educational and vocational counseling which consists of advising and assisting ARNG members on individual programs of study available. Estimates, obtains, and executes the necessary program funds and determines their allocation. Arranges for tuition assistance for the student. Coordinates with appropriate State, local, and institutional authorities to assist service members in securing Federal financial aid. Develops, collects, analyzes, and disseminates data on educational and incentive programs and entrance requirements for the Education Services Office. Assists military personnel whose records do not indicate successful completion of civilian education requirements. Evaluates all service school training, subject examinations, college transcripts, College Level Examination Program-General Examinations to ascertain the presence of the minimum required hours in required areas. Monitors contracts. Performs other duties as assigned. Requirements Conditions of Employment If selected individual is in a Permanent status (Tenure 1 or 2) with the Missouri Army National Guard, that individual will retain their Permanent status. If selected individual is in an Indefinite status (Tenure 3) with the Missouri Army National Guard, that individual will retain their Indefinite status. Any other individual selected for this position will be placed into an Indefinite appointment. Management has the right to convert this position to permanent status without re-advertising. Indefinite employment can be terminated with a 30 day notice. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement. Selectee will be required to wear the military uniform. Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Males born after 31 December 1959 must be registered for Selective Service. Individuals on incentive bonuses may be subject to recoupment or termination, contact the State Incentives Manager at extension 39637 for questions concerning recoupment or termination. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination. Qualifications MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Title 32 National Guard employees will not be militarily senior to their full-time supervisor (grade inversion). GS-09 SPECIALIZED EXPEREIENCE: Must possess 12 months of specialized experience which provided you with progressive work assignments in the education services series or performing the functions of counseling and education, career planning, testing and administration of day-to-day activities of the program. Experience establishing and maintaining effective working relationships with individuals and institutions having different interest. Experience which afforded you a wide exposure to educational materials at the secondary level and/or alternative adult education resources. Experience which demonstrates you can organize and develop clear and meaningful written communications such as reports and studies and have the ability to present ideas orally in a clear and convincing manner. Education MUST MEET BASIC EDUCATIONAL REQUIREMENT TO QUALIFY FOR THIS POSITION: Must possess a bachelor's degree from an accredited college or university that included or was supplemented by at least 24 semester hours in one or a combination of these areas: tests and measurement; adult education; educational program administration; curriculum development or design; teaching methods; guidance and counseling; career planning; or occupational information. At least one course must have been tests and measurement or adult education. YOU MUST submit copies of college transcripts that identify each course, the college or university, semester or quarter hours earned, grade and grade-point received.
