1.PURPOSE:

This scope of work is for Database Manager services specific to the InterSystems IRIS data management software to support the centralization and cloud-modernization of the Department's Health Management System (HMS). Contractor will provide these services to the Florida Department of Health (Department).

2.TERM:

This scope of work will begin on 3/1/2024 or the date on which the purchase order is issued, whichever is later. It will end at midnight, Eastern Time on 6/30/2026. The State of Florida's performance and obligation to pay under this purchase order and any subsequent renewal is contingent upon annual appropriation by the Legislature and satisfactory performance of the Contractor.

3.LOCATION OF WORK:

4.CRIMINAL BACKGROUND SCREENING:

The Department will conduct a criminal history record check, including fingerprinting, on the consultant assigned by the Contractor prior to the consultant commencing work for the Department. The Department retains sole discretion as to whether the results of the criminal history record check will result in the Contractor's employee being disqualified from performing services pursuant to this agreement.

5.CONTRACTOR QUALIFICATIONS AND EXPERIENCE:

The Contractor must possess the following minimum qualifications and experience:

10 years of documented experience as a Database Manager managing and optimizing InterSystems IRIS and Cache databases, including experience with its advanced features for scalability, performance, and reliability.

5 years of documented experience with cloud platforms such as Amazon Web Services (AWS), Azure, or Google Cloud. Experience must demonstrate knowledge of cloud database services, cloud storage solutions, and cloud migration strategies.

Documented extensive experience in multiple database migrations, preferably some experience moving databases to the cloud.

Documented experience in consolidating and centralizing databases, ideally in a large-scale environment. This includes planning, executing, and overseeing the centralization process.

Expertise in designing and implementing backup strategies and disaster recovery plans in a cloud environment.

Documented experience tuning database for performance by optimizing queries, indexing strategies, and server configurations.

Proficiency in automation tools and scripting languages for database tasks. Documented experience with tools like PowerShell, Bash, or Python.

Familiarity with DevOps practices and tools, and experience in implementing Continuous Integration/Continuous Deployment (CI/CD) Practices.

Preference given to candidates with Intersystems IRIS Certification(s); particularly the Intersystems IRIS System Administration Specialist.

6.CONTRACTOR RESPONSIBILITIES:

SERVICE TASKS : Contractor will perform the following tasks in the time and manner specified:

Design cloud infrastructure to support a centralized HMS at the direction of the Department.

Provide subject matter expertise in collaboration with the Centralization of HMS (CHMS) Project Team to design and establish the cloud environment as directed by the Department.

Perform configuration and optimization of the centralized IRIS instance as directed by the Department.

Provide data migration support at the direction of the Department.

Collaborate with the CHMS Team to develop the data migration strategy as directed by the Department.

Implement Extract, Transform, Load (ETL) processes to migrate data into the centralized environment as directed by the Department.

Perform tuning and optimization of infrastructure supporting the HMS in a centralized cloud environment at the direction of the Department.

Perform routine monitoring of database performance as directed by the Department.

Gather baseline metrics of the HMS performance in a distributed environment as directed by the Department.

In collaboration with the CHMS Team, develop performance metrics for a centralized instance of the HMS as directed by the Department.

Perform tuning and optimization of the centralized HMS database to achieve performance goals as directed by the Department.

Define and implement caching strategies to support performance goals as directed by the Department.

Collaborate with the CHMS Team to maintain a database with the intent of ensuring data integrity at the direction of the Department.

Monitor database performance and integrity using tools to detect and resolve database corruptions or inconsistencies as directed by the Department.

Update and patch the IRIS database to fix known bugs and vulnerabilities that could compromise data integrity as directed by the Department.

Implement data redundancy techniques to prevent data loss in case of hardware failure as directed by the Department.

Tune database for optimal performance, contributing to integrity by reducing the likelihood of errors during high-load scenarios as directed by the Department.

Work closely with developers to ensure that database design and access patterns are optimized for data integrity as directed by the Department.

Collaborate with the CHMS Team to manage the creation of user accounts and maintain security levels at the direction of the Department.

Understand the roles and responsibilities of each user or user group to determine the level of access and permissions needed as directed by the Department.

Utilize the InterSystems IRIS management portal to create new accounts as directed by the Department.

Assign appropriate privileges and access levels to users based on their role and necessity, ensuring the principle of least privilege is followed as directed by the Department.

Review user access levels and adjust as necessary as directed by the Department.

Monitor database access and activities to detect any unauthorized or suspicious behavior as directed by the Department.

Complete job required training as assigned by the Department. Submit verification of completion of each training (i.e. submit a completed sign-in sheet, submit a certification of completion, etc.) to the Department Contract Manager as directed by the Department.

6.1.7.DATA SECURITY AND CONFIDENTIALITY TASK:

The Contractor, its employees, subcontractors, and agents must comply at all times with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentiality document attached to the purchase order.

6.2.DELIVERABLES:

Contractor will complete and submit the following deliverables to the Department in the time and manner specified:

Monthly: Provision of IRIS Database Manager Services in the time and manner specified in Tasks 6.1.1. 6.1.6.

7.METHOD OF PAYMENT:

A purchase order will be issued to the Contractor.

The method of payment for this purchase order is unit rate.

The Contractor will not receive payment in advance for goods or services described in this scope of work.

The Contractor must submit an invoice monthly that provides a detailed accounting of the deliverables performed during the invoice period for which payment is being requested.

The Contractor is responsible for the performance of all tasks and deliverables contained in this scope of work.

8.PERFORMANCE MEASURES AND FINANCIAL CONSEQUENCES:

All deliverables and related tasks must be completed 100% as specified. Failure to satisfactorily complete or submit a deliverable in the time and manner specified will result in a financial consequence as indicated below:

Failure to complete and submit Deliverable 6.2.1. in the time and manner specified will result in a payment reduction equal to 10 percent of the total monthly invoiced amount.

Failure to comply with Task 6.1.7., DATA SECURITY AND CONFIDENTIALITY will result in a payment reduction equal to 10 percent of the total monthly invoiced amount for each day the Contractor is not in compliance.

9.CONTRACTOR TRAVEL REIMBURSEMENT:

Reimbursement for travel expenses is authorized only when approved in advance by the Department Contract Manager and conducted in accordance with Section 112.061, Florida Statutes and Department Internal Operating Procedure (IOP) 56-37.
