Job Title: Director of Planning and Development

Location: Youngstown, OH

Hours: 8:00 am to 4:30 pm, Monday-Friday

Salary: $65,000-$75,000 based on experience

Job Description:

This position holds responsibility for overseeing all aspects of construction, modernization, and development activities. The Director of Planning and Development will manage ongoing and planned projects, including specialized HUD, state, or private funding initiatives. Key duties include project management from pre-award phases to termination and closeout, seeking out development opportunities, ensuring compliance with HUD regulations, and devising long-term viability plans for YMHA-owned properties. Supervision of assigned staff is also part of the role.

Experience:

Minimum of two years of progressively responsible experience in public housing, HUD-related, and Low-Income Housing Tax Credit (LIHTC) development program design and implementation required.

Minimum of two years in Capital Fund Program administration and public housing modernization strongly preferred.

Strong project management, supervisory, and professional service contract administration experience required.

Any equivalent combination of training and experience providing the necessary knowledge, skills, and abilities as determined by the agency.

Applicants should demonstrate:

Knowledge of state and federal affordable housing finance programs, including LIE-ITC, Private Activity and Public Bonds, HOME, CDBG, and Federal Home Loan Bank Programs.

Master-level skills in executing complex real estate transactions involving leveraged real estate finance and mixed-income residential/commercial development.

Accounting and financial skills, ability to manage large budgets, and knowledge of procurement procedures.

Skills in property needs analysis, modernization plan design, multi-tasking, prioritization, and problem resolution.

Knowledge of contracting procedures and construction inspection techniques and procedures.

Excellent written and oral communication skills and competency in email usage.

Job Requirements:

Education: Bachelor's Degree in Urban Development and Planning, Business or Public Administration, Architecture, or related area, or equivalent experience.
