Job Summary

The Director of Occupational Safety is a safety-sensitive senior management position and will develop, implement, and manage workplace health and safety programs, policies, and procedures, and ensure compliance with OSHA and related standards. The Director of Occupational Safety will oversee and direct the MBTA Occupational Safety Team.

Duties & Responsibilities
  • Plan, direct, manage, maintain, and report to senior management on MBTA workplace safety and health program implementation and compliance status.
  • Drive the workplace safety inspection and audit process and reporting of data and trends to senior management.
  • Oversee and conduct employee training on applicable workplace safety standards and programs. Review safety training and recommend revisions, improvements, and updates.
  • Direct and oversee employee incident/injury investigations, data collection and analysis, and report preparation.
  • Ensure compliance with OSHA recordkeeping and reporting requirements.
  • Identify opportunities to minimize workplace injuries and illnesses.
  • Oversee and participate in safety meetings, audits, and inspections to ensure compliance, evaluate performance, identify corrective action, and implement follow-up assessments.
  • Provide effective direction, supervision, leadership, project management, and oversight to the Occupational Safety Team, including recruitment, training, discipline, and promotion.
  • Provide counsel to the Chief Safety Officer and department senior managers concerning workplace safety programs, needs, and compliance.
  • Oversee tracking of new and amended laws, regulations, standards, and best practices for workplace safety.
  • Work with affected MBTA departments to direct, manage, and conduct risk assessments and job hazard analyses (JHA) to minimize workplace accidents, occupational illnesses, or long-term health hazards.
  • Direct and prepare monthly or annual safety reports and present the information to senior management.
  • Collaborate with management to plan and implement a safety protocol budget.
  • Monitor safety performance, analyze safety compliance systems, and identify potential risks.
  • Evaluate safety-reporting programs, analyze trend information, and validate the effectiveness of risk intervention strategies to ensure proper integration and corrective action by respective operational departments.
  • Participate in meetings with upper management, project team members, superintendents, and crew members to advise on project-specific mitigation plans, health and safety training programs, and technical reports.
  • Collaborate with senior management and other Departments to implement and ensure compliance with workplace safety and related programs.
  • Foster and implement safety matters in a manner that recognizes safety as a top value of the Authority.
  • Analyze key safety issues and policy decisions at federal and state levels.
  • Serve as a liaison for workplace safety investigation matters to the Massachusetts Department of Labor Standards.
  • Participate on professional committees, boards, and task groups external to the organization, as appropriate.
  • Assist in the development, administration, and oversight of the Safety Department's annual budget; review and approve department expenditures and implement adjustments.
  • Respond directly or through others to emergencies twenty four (24) hours per day, seven (7) days per week.
  • Drive a company or personal vehicle to visit work sites and assist at emergencies and events as needed.
  • Respond to each inquiry, whether from a customer, vendor, or co-worker, in a courteous and professional manner consistent with the Authority's customer service quality standard.
  • Uphold the rights and interests of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable), and policies of the Authority, including the EEO, Anti-Discrimination, and Anti-Harassment and Anti-Retaliation policies.
  • Perform all other duties and projects that may be assigned.
Supervision
  • Supervise the occupational safety team (1 direct, 5 indirect), with the potential for growth.

Additional responsibilities may include a focus on one or more departments or locations. See applicable addendum for department or location-specific functions. Minimum Requirements & Qualifications
  • Bachelor's degree from an accredited institution in Occupational Health and Safety, Safety Management, Safety Engineering, Industrial Hygiene, Environmental Health, or a related field.
  • Seven (7) years of experience in overseeing, developing, implementing, and/or auditing or training on workplace safety programs and/or overseeing OSHA regulatory compliance.
  • Five (5) years of supervisory, managerial, and/or leadership experience.
  • Extensive knowledge of and working experience with Occupational Safety and Health Administration (OSHA) general industry or construction standards, including but not limited to HazCom, Fall Protection/Working from Heights, Respiratory Protection, Hearing Conservation, Electrical Safety, LockOut/TagOut, Confined Space, Machine Guarding, and Hot Works.
  • Demonstrated experience participating in or overseeing workplace injury and near-miss incident investigations.
  • Experience with health and safety management systems.
  • Ability to complete, apply, and adhere to concepts in safety training including but not limited to SMS Fundamentals, ICS 100, 200, 300, 400, 700, and 800, as well as courses offered on websites hosted by Massot, FEMA, and TSI within the first month of employment.
  • Ability to complete a Public Transportation Safety Certification Training Program (PTSCTP) within three (3) years of employment.
  • Demonstrated experience applying methods and techniques to mitigate safety issues by assessing safety hazards and ensuring corrective measures are followed.
  • Effective organizational, analytical, confidentiality, quantitative, multi-tasking, and time management skills.
  • Advanced skill level in Word, Access, Excel, PowerPoint, PeopleSoft, and other database applications.
  • Handle sensitive and confidential information in an appropriate manner.
  • Have excellent customer service, conflict resolution, negotiation, communication, speaking and writing skills.
  • Have a valid driver's license.
  • Ability to supervise and work effectively with a diverse workforce.
Preferred Experience and Skills
  • Certified Safety Professional (CSP).
  • OSHA 30 for General Industry Training/Certification.
  • OSHA 511 Training/Certification.
  • Certified Industrial Hygienist (CIH).
  • Registered Professional Industrial Hygienist (RPIH).
  • Certified Instructional Trainer (CIT).
  • Certified Hazardous Materials Manager (CHMM).
  • Master's Degree in a Safety-related field.
  • Transit Safety and Security Program (TSSP) Certification.
  • Public Transportation Safety Certification Program (PTSCTP).
  • Additional years of experience in the transportation industry with heavy rail, light rail, and/or bus systems.
  • Possession of a World Safety Organization (WSO) Certificate or equivalent.
  • Experience with transit equipment maintenance and facility operations such as vehicles, track, structures, facilities, power, signals, and communication and control systems.

Substitutions Include
  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement.
  • An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement.
  • A master's degree in a related subject substitutes for two (2) years of general experience.
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.
