The Details: Location: Hybrid work Headquartered in Downtown Seattle, remote work possible from AZ, CA, CO, ID, FL, OR, TN, VA, WA. Work Schedule: Our typical business hours are 8:30-5:00 PT Monday-Friday. Travel Requirements: Up to 10% Category: Full-Time, FLSA Exempt, Regular, Non-Union Physical Requirements: Must be able to sit and stand for long periods of the day. About the Position: Reporting to the Managing Director of Health Benefits Trust, the Director of Health Plan Purchasing and Performance is accountable for developing a comprehensive health plan strategy to improve quality and value of plan services and equitable access to care for plan members. The Director will use healthcare analytics to monitor health and dental plan performance, identify opportunities for improvement and work with partners to implement interventions resulting in improved health outcomes. They will seize opportunities that advance access, value, and quality of healthcare through internal and external payment mechanisms and care delivery reforms. Success in this position will require close collaboration with health plan partners, contractors, vendors, participating employers, SEIU 775 and other internal and external stakeholders. You Will: Design and execute on a health plan purchasing strategy that pushes status quo and improves outcomes for members and aligns with Trust strategic objectives related to increasing equitable access to healthcare, increasing value of care, increasing the health and safety of the served population and advancing operational excellence; Cultivate and lead a team that manages health plan analytics and effectiveness of initiatives; Work with and manage the organizations' health plan broker consultant to design health and benefit plans, identify and set premium rates and creatively manage health plan costs and utilization; Use your knowledge of the current healthcare landscape and employer benefit plans to develop innovative solutions to improving member healthcare access and outcomes; Be able to think strategically while also providing leadership, project management, coordination and implementation support related to key program initiatives involving internal and external contributors, stakeholders and partners; Develop, execute, and manage a comprehensive department budget; Utilize healthcare analytics, claims, and utilization data to identify health plan trends and care gaps; Ensure health plan operations support the delivery of quality services, provide sufficient access to care and meet the needs of workers; Develop, enhance, and maintain department standard operating policies, processes and practices; Develop, test and implement innovative value-based strategies to improve health outcomes and opportunities for program improvement and expansion; Leverage technology, incentives, plan design and benefits renewal efforts to drive sustainable population-specific behavior change in how beneficiaries use their benefits to improve the value of care and reduce costs, thereby increasing the health plan's ability to serve beneficiaries; Develop tools to measure the health plan's ability to increase value, access and quality of healthcare services and the impact of activities that increase member engagement; Oversee and report transparently to the board, key aspects impacting this business segment including but not limited to operations, income, expenses and product strategies; From time-to-time be assigned other duties commensurate with the level of this position. Bachelor's Degree or equivalent experience in healthcare administration; 5-8+ years of experience in employer benefit plan management, health plan consulting, fully- insured and self-insured plan management, and/or health plan administration; 5+ years of experience managing and developing teams equitably; Solid work history in large health plan management, strategic planning, complex contract procurement, evaluation and monitoring performance; Knowledge of current research in healthcare utilization, consumer education and engagement and models to reduce healthcare spending; The ability to think strategically while also being able to implement small scale programs to test your ideas; Ability to utilize healthcare claims and utilization data to identify opportunities to improve population health; Demonstrated track record of moving projects from concept to evaluation phase; Demonstrated ability to lead teams through complex implementations: Strategic agility in problem solving using analytics, experience, and judgement; The ability to negotiate with stakeholders and vendors; The ability the thrive in a fast paced, autonomous, and ambiguous environment; Strong technology skills and fast adoption of new technology; and Excellent communication skills including presentation skills. It Will be Great if You Have: Experience working with Taft Hartley trusts; Experience working with a Board of Trustee; Experience with self-funded insurance plan administration; Familiarity with ERISA rules and regulations. Salary Range: $117,172.77 to $159,694.46 Benefits: Fully Paid Medical, Dental and Vision; 18 days PTO, 15 Sick days, 10 holidays, 1 floating holiday, 2 personal days and 1 week Winter Break; Defined Benefit Pension Plan and 401(k) options; Fitness, cell phone, internet and furniture stipends.
