General Summary The Director of Health Information Management manages and oversees all activities of the centralized Health Information Management (HIM) Department for Phelps Health Medical Center, Phelps Health Medical Group and Phelps Health Homecare. This is to include, but is not limited to clerical HIM functions, transcription, release of information, data integrity, forms management, MyChart support, record retention, and data archiving. The Director is responsible for the integrity, completeness, and accuracy of the patient medical record. The Director ensures compliance with federal and state laws as they relate to medical records, and ensures that hospital and departmental policies and procedures are in accordance with the requirements of CMS, Joint Commission, HIPAA, Medical Staff Bylaws, Rules and Regulations, and all other regulatory agencies. The HIM Director maintains operational aspects of the HIM Department in collaboration with other service areas and serves as a liaison between the HIM Department and other areas of the facility. Essential Duties and Responsibilities Assesses and improves departments performance and maintains appropriate quality improvement/control programs on a continual basis. Ensures the department(s) meets or exceeds all CMS, Joint Commission, State, and Federal Regulations as well as all other regulatory agencies. Implements strategies necessary to achieve department goals and observe quality outcomes. Oversees the Transcription Supervisor and provides guidance for transcription functions. Interprets hospital policy and regulations to staff, patients, visitors and physicians. Manages department(s) within budgeted expenses. Develops realistic capital and operational budgets. Initiates cost reduction strategies as necessary. Ensures an adequate number and skill mix of staff to accomplish department functions in a timely manner. Completes performance appraisals in a timely manner. Counsels staff as appropriate. Coaches staff to maximize work performance. Job Qualifications Education Bachelor of Science in Health Information Management. Work Experience Five years Medical Records experience with a minimum of three years supervisory experience. Certification/License Must possess current Registration as RHIA with American Health Information Management Association. Mental/Physical Requirements Extended mental concentration on variable projects. Work is generally sedentary with need to travel to other areas of the hospital. Some lifting and carrying may be required for objects under 25 pounds. Working Conditions Standard office conditions; clean, well lit, climate controlled environment.
