The Director of Clinical Strategy will amplify the impact of Neighborhood on the health and well being of members, providers and the community. The Director, in collaboration with internal and external stakeholders, will drive the design and implementation of clinical strategies to improve cost, quality member experience and equity. The Director will partner with contracting and quality to leverage provider and community partnerships to promote health outcomes. This role ensures clinical strategy alignment to population health and health equity standards and requirements to support accreditation, CMS, state and other requirements. In addition, this position will provide reporting to senior leadership on the progress and impact of the clinical strategy. Duties and Responsibilities: Responsibilities include, but are not limited to: Establish and execute a comprehensive clinical strategy and program to support the organization's strategy, vision, values, and goals. Translate vision into strategic and tactical execution of clinical programs. Think innovatively and strategically about differentiators and critical needs for clinical programming to support population health. Provide strategic leadership for clinical programs internally, as well as with providers, community organizations, advocacy groups, and applicable legislature. Drive a focus on health equity and addressing health disparities within clinical strategy and programming. Understand the local healthcare landscape to look for key drivers & opportunities for innovative models targeting the Quadruple Aim Understand the unique community health needs and the attributes of the populations served to drive development of programs and service Use analytics to identify key insights about the populations served and drive the development of the interventions to target unique populations Design and implement initiatives to support NCQA population health management and health equity standards as well as applicable state and federal requirements. Communicate with senior leadership on strategy, programs and progress Convene internal and external stakeholder groups in to ensure member, provider and community representation in health equity initiatives. Engage in on-going performance management of staff including coaching, mentoring, development, training and succession planning to include hiring and termination decisions Lead cross-functional workgroups to guide program design, implementation and evaluation. Maintain collaborative relationships and alignment with all departments and external partners to assure the advancement of organizational goals, programs and projects. Other duties as assigned Corporate Compliance Responsibility - As an essential function, responsible for complying with Neighborhood's Corporate Compliance Program, Standards of Business Conduct, applicable contracts, laws, rules and regulations, policies, and procedures as it applies to individual job duties, the department, and the Company. This position must exercise due diligence to prevent, detect, and report unlawful and/or unethical conduct by fellow co-workers, professional affiliates and/or agents. Qualifications Qualifications Required: BA/BS degree required, Masters or other higher degree in health care related field Minimum five (5) years experience in managed care and health care with a focus on strategic planning, program design and evaluation Working knowledge of medical and behavioral health conditions and systems Demonstrated experience successfully driving programmatic and clinical change through direct and cross functional leadership Strong leadership program management, analytical, planning, and goal-setting skills, including process improvement and change management. Excellent communication and interpersonal skills, to include the ability to negotiate and resolve conflicts and build teams Ability to operate in high-pressure situations Excellent organization/prioritization skills Ability to create effective relationships, influence, and collaborate at all levels within the organization Must exhibit a high level of professionalism and integrity Operate comfortably and effectively in ambiguity Proficient in all Microsoft applications Preferred: Graduate degree in public health, policy, heath care, or other related field Community experience in organizing or supporting at risk and vulnerable populations Neighborhood Health Plan of Rhode Island is an equal opportunity employer.
