Position Announcement Director of Behavioral Health Coordination Starting Salary Range: $65,876 - $72,488 annually Position Status: Full Time Position Summary This position began as the Behavioral Health Coordinating Council Supervisor and has since grown to include oversight of a department consisting of a unique intensive case management program (FUSE), macro level initiatives, continued coordination of the Behavioral Health Coordinating Council, and responsibility for departmental administrative matters. This role is a public-facing role with goals to not only effectively oversee internal department matters, but to also continue to enhance coordination and collaboration of service providers within the County. This position also acts as a conduit between entities and the larger community to continue to advance the goals and directives of the Mental Health Action Plan and any subsequent updates. 2022 Mental Health Action Plan ESSENTIAL DUTIES AND RESPONSIBILITIES: (May not include all duties performed) Ensure that the Behavioral Health Coordinating Council sustains and advances the progress that it has made in pursuing its mission of collaboratively enhancing an efficient and effective behavioral health system in the community. Serves as director/head of department and provides oversight to supervisory staff and indirect oversight of all other departmental staff of approximately 8 individuals of varying roles and educational levels. Ensures client-serving programs have proper clinical oversight and clinical supervision. Ensures all programs have appropriate staffing to meet compliance with state certification and client needs. Coordinate the development and ongoing efforts of a departmental strategic plan Identify and research funding options, prepare and submit grant applications, monitor and prepare reports for grant reporting. Promote, evaluate and facilitate community and stakeholder involvement. Recommend programmatic and procedural based on the analysis of data and summary or historical research. Establish and maintain effective public and working relations with governmental agencies, community agencies, elected officials, and the public. Prepare operational and statistical reports and records to support programs, services, and/or recommendations for new programming or services. Facilitates, organizes and plans for quarterly BHCC meetings Implements, coordinates, and oversees annual Community Behavioral Health Forum. Has oversight of county-wide Trauma Informed & Resilience Oriented Initiative, and ensures initiative continues to progress. Participates in relevant community behavioral health meetings and actively participates in related advisory boards or committees. Other duties as assigned or needed. Knowledge, Skills and Abilities Knowledge of mental health programming and available community resources. Knowledge of general behavioral health crisis best practices and procedures. Knowledge of common behavioral health concerns, including diagnoses, symptoms and techniques for reducing symptoms. Knowledge should include calming individuals in an anxious state. Knowledge of modern supervisory principles and practices necessary to demonstrate strong leadership and management skills, including Ability to remain calm when others are in crisis. Ability to plan, schedule, assign, direct, and evaluate the work of department personnel. Knowledge and ability to plan for HIPAA, the Illinois Mental Health Statute, Illinois HFS rules and regulations overseeing client serving programs, OIG Rule 50, Adult Protective Services Act, and LCSW code of ethics. Knowledge and experience in researching, writing and administration of private, state, and federal grants. Ability to demonstrate strong leadership and management skills, including planning and budgeting. Demonstrate strong writing and editing skills, with the ability to write clear, structured and/or persuasive proposals or reports, with knowledge and understanding of audience. Enthusiasm for behavioral health initiatives, macro-level projects, and systemic change. Able to plan for macro-level projects with ability to simultaneously be attentive to details. Knowledge of local funding sources and their relevant roles in behavioral health funding, including demonstrated understanding of differences in local sales tax funds and tax levies. Ability to tolerate ambiguity and thrive in a dynamic environment. Required Qualifications The ideal candidate will hold a master's degree in counseling, social work, psychology, or a related human service field and completion of a minimum of 1,000 hours of supervised direct service in a mental health setting or one year of clinical experience under the supervision of a QMHP or obtain license within 6 months of hire. Two or more years' experience in behavioral health. Proven demonstration of leadership and management of programs or projects Experience working with department budget planning and oversight. Preference given to those who have experience and oversight of budgets over $1,000,000. Experience in grant writing, application and submission, and grant monitoring and reporting. A strong candidate who exhibits most required and/or preferred qualifications may be considered pending successful interviews, even if not all requirements are met. Preferred Qualifications LCSW, LCPC or PhD/PsyD in Psychology or Industrial Organizational Psychology. Knowledge and understanding of County government, ideally with specific regard to McLean County. Knowledge and understanding of the original details and intent of the McLean County Mental Health Action Plan, as well as any updates. Knowledge and understanding of McLean County community providers, services, and needs. Experience in community organizing and strategic planning, with the ability to regularly lead large scale meetings. Experience in event planning.
