Brief Description of Duties

The Office of the President at the University of the District of Columbia (UDC) seeks an experienced and creative Operations/Project Manager to support the initiatives and endeavors emerging from the Office of the President. Reporting to the Deputy Chief of Staff (DCOS), the position will manage projects emerging from the units that comprise the Office of the President, particularly those pertaining to organizational goals as delineated in the University's Strategic Plan. The University's Strategic Plan drives institutional priorities and much of the work within the Office of the President. It consists of a vison, mission, goals, sub-goals, and objectives to enable all UDC students to achieve the highest levels of human potential. In addition to managing assigned projects, the position supports the Chief of Staff Team in the effective functioning of the Office of the President, the position is an integral part of the Office of the President, responsible for developing and implementing project management infrastructure(s), establishing, and managing operational and advisory committees, and managing the reporting framework for initiatives and projects under the University's strategic plan. Through administrative oversight, this position also monitors the quality control of projects and reporting units.

The position serves as a back-up to the DCOS with respect to the support the DCOS provides to the Chief of Staff and president and the development and management of strategic initiatives, including coordinating the communication and integration of initiatives, incubated units, and general project management interactions with UDC's internal academic and operational units as well as the University's external partners and stakeholders. The position helps drive performance across complex initiatives and helps inspire the University community to be entrepreneurial leaders of positive change in accordance with the tenets of the strategic plan.

This person must be flexible and open to working with multiple unit leaders across the Office of the President. The chosen candidate will be detailed-oriented and maintain a nimble, forward-looking perspective to capture new opportunities which arise under the University's strategic plan.

SUPERVISORY RESPONSIBILITY

This position has responsibility for the direct supervision of the Program Assistant, as well as operations staff directly or indirectly, University interns, graduate students, and consultants as assigned to the respective projects. As a supervisor, the position provides direction on assignments to achieve program goals within the framework of university priorities. The position also identifies sources of future talent and facilitates a work environment that encourages knowledge of respect for, and development of skills to engage with those of other cultures or backgrounds.

SCOPE

Internal contacts include members of the Board of Trustees and the Executive Cabinet, Faculty, Administrators, Staff and Students. External constituents include leaders and staff members in District and federal government agencies, corporations, foundations, and other nonprofit organizations, all at both the national and local levels.

Essential Duties and Responsibilities
•  Manages small and large projects for the units in the Office of the President, reviewing, updating, and drafting documents; maintaining records including file set up, database maintenance, and developing documents pursuant to the work within the unit.
•  Responsible for the financial, administrative, and quality control processes as part of the management of strategic initiatives and projects assigned for other units within the Office of the President, including tasks or projects assigned by the Chief of Staff or the President.
•  Responsible for project and grant budgets, providing reports and assisting with budget forecasting. Requests budget reprogramming, when necessary.
•  Coordinates the circulation and implementation of strategic goals and institutional targets.
•  Oversees procurement and payment processes, serving as the point-of-contact for vendors/consultants on relevant projects.
•  Operating within the Office of the President, the Director of Strategic Operations will supervise the Program assistant and other operations staff to provide guidance and support to the Office of the President.
•  Manages the hiring, onboarding, and daily supervision of consultants, support staff, graduate students, and interns.
•  Serves as HR Liaison for the Office of the President, assisting the DCOS and other unit heads with talent management, hiring, onboarding, and employee management.
•  Collaborates in the development of strategy documents, project plans, metrics, scorecards, and process flows.
•  Manages the day-to-day administration of advisory and project committees, in collaboration with the DCOS and committee chairs.
•  Performs gap analysis to ensure logistical consistency and strategic alignment in strategic goals documentation, including the coordinating research and data collection in collaboration with internal and external stakeholders.
•  Liaises with the Advancement and Marketing/Communication departments to ensure completion of annual plans, contractor services/deliverables, and associated fundraising and marketing activities for strategic initiatives.
•  Organizes, communicates, and trains internal and external stakeholders in project management infrastructure.
•  Assists in consensus-building and collaboration within the UDC Community and with external stakeholder groups.
•  Remains current on the University's strategic plan, trends and best practices in higher education, strategic planning, project management and related topics.
•  Advises the DCOS on opportunities, means, and methods to improve the University's strategic plan.
•  Participates in regular strategy check-ins with DCOS. Upon request, participates in strategy meetings with the UDC Senior Leadership Team and other faculty/staff, as necessary.
•  Serves as back-up for directing UDC's strategic initiatives in cases when the situation warrants.
•  Represents the University at internal and external meetings regarding the development and strategic implementation of university initiatives when the situation warrants.
•  Contributes to the overall success of the Office of the President, and by extension, the University by performing all other duties as assigned Minimum Job Requirements
•  Master's Degree or other equivalent or higher advanced degree from an accredited college or university.
•  A minimum of three (3) years of project management/operations experience is required, with a focus in one or more of the following areas: strategic planning and implementation, innovation, customer service, consulting, process mapping, and general business operations.
•  A record of success in progressively responsible positions.
•  Exceptional written and oral communication skills.
