Summary Under the direction of the County Administrator, the Director of Public Health designs and administers a variety of essential services to protect the health, safety, and environment of the citizens of Tarrant County. This position is accountable for the operation and coordination of Tarrant County Public Health as well as grant funded health services programs to ensure compliance with applicable federal, state, and all local laws and policy; proper budget preparation, forecast and analysis as well as the use and management of personnel consistent with the needs of Tarrant County Public Health's program components. Additionally, this position is accountable for the interpretation of and execution of Tarrant County's health services policies. Posting may close at any time. Oversees the hiring, training, disciplinary action, conflict resolution, evaluation and development of Health Department personnel. Develops and/or maintains policies and procedures, with the approval of the County Administrator's Office, that are critical to the success of the department. Recommends appropriate services and staffing levels to meet the needs of the public. Serves as a liaison for the County in negotiations with local, state, and federal officials and community-based organizations over health-related issues. Coordinates outreach initiatives to promote programs and services of the department. Facilitates the response to requests for proposals, sets goals and objectives for the department, and evaluates the efficiency and effectiveness of goals and objectives. Develops budgets consistent with the needs of the department and directs the expenditure of departmental funds. Establishes and maintains close working relationships with cooperating agencies to avoid duplication of services. Reports to the Office of the County Administrator any public health issues or emergency situations that may need to be addressed to ensure and safeguard the well-being of the citizens of Tarrant County. Monitors and evaluates public health data in order to eliminate any possible crisis situation. Responsible for addressing the major public health issues of Tarrant County. Performs all other related duties involved in the operation of the Public Health Department as assigned or required. Minimum Requirements NOTE:YOU MUST FILL OUT THE WORK HISTORY and EDUCATION SECTIONS OF APPLICATION TO SHOW YOU HAVE YEARS OF EXPERIENCE/EDUCATION AS REQUIRED BY HIRING DEPARTMENT OR BE DISQUALIFIED. TO APPLY,must possess aMaster's degree or higher in Public Healthor a related field. A Doctor of Medicine (MD) is preferred. TO APPLY, must have Seven(7) full-time years of work experience in public healthor a related field with Five (5) of those years in management. If hired, must provide proof of educational attainment at New Hire Processing or during the promotional process. Tarrant County will conduct background checks on new hires that will include a criminal background check related to convictions and deferred adjudications in the past seven years and may include credit reports, motor vehicle records, employment records and educational attainment. A conviction or deferred adjudication is not an automatic bar to employment. Each case is considered individually. Physical Demands and Work Environment & Other Requirements While performing the duties of this position, the incumbent is regularly required to sit and walk. OTHER REQUIREMENTS: Regular attendance is essential. Incumbent must arrive at work on time, prepared to perform assigned duties and work assigned schedule. Incumbent must have the ability to work well with others. Incumbent must be able to perform the essential functions of the position without posing a direct threat to the health and safety of themselves and others.
