R- Description The DoD Healthcare Management System Modernization Program (DHMSM) program provides modernization of Electronic Health Record (EHR) capabilities for the Department of Defense. The Leidos Partnership for Defense Health (LPDH) is seeking an accountable Deputy OpMed Portfolio Manager to work remotely supporting the DHMSM program, specifically the delivery of the Operational Medicine portfolio. Selected candidate will join the Operational Medicine team to drive the successful definition, implementation, deployment, optimization, and sustainment of new and existing capabilities for the MHS GENESIS Theater EHR system. WHAT YOU WILL BE DOING Coordinating with multiple agencies, lead technical engineering projects and provide overall project direction, guidance, successful execution and operational success with cost, schedule, and technical performance constraints. Help manage external stakeholders across the OpMed portfolio, to include DHMSM PMO, JOMIS PMO, DHA Health Informatics (DHA-HI), the military services, US Public Health Service, and other External System Program Offices and External System/Device Vendors Help manage internal stakeholders and personnel from a multi-vendor team to include our OEM vendors - Cerner and Henry Schein One. Lead IPT team(s) and baseline, supporting project managers to deliver all contracted technical projects for new system interfaces, new capabilities, or enhancements to existing interfaces and or medical new systems. Ensure IPT team preparedness for project "Major Milestone" events - Preliminary Design Review (PDR), Critical Design Review (CDR), Operational Readiness Review (ORR), Fielding Decision Review (FDR) Represent the OpMed team in milestone events and other internal and external activities, including participating in Program Reviews, Integrated Baseline Reviews (IBRs) and other program or management reviews Lead planning sessions with project resources, which could include program leadership, customer PMO and government leadership. Additional project management tasks/activities to include: 1) Weekly, monthly, and ad hoc status reporting, 2) Earned value metrics reporting, d raft and gather input for contract deliverables, briefings supporting work plans, pitches, system engineering readiness (SETR) events, Risk & Opportunity Board (ROMB), resource tracking and needs, 3) Coordinate prioritization and completion of activities across technical teams, Engineering leadership, and other stakeholders, 4) Resolve and/or assist in the resolution of conflicts within and between projects or functional areas and 5) Identify and manage inter and intra-project dependencies. This position requires knowledge in the development, maintenance, and/or tracking of: Integrated Master Schedule (IMS), Risk Management, Performance Measurement Baseline (PMB), the change management process, the work authorization process, forecasting Estimates at Completion (EACs), and implementing corrective actions. WHAT YOU NEED TO SUCCEED (required qualifications) US Citizen with ability to obtain and maintain an ADP IT-II Public Trust Clearance based on the minimum of a Tier 3 investigation. Federal Government requirement. Bachelors or Masters Degree in a relevant business, IT, or engineering discipline 15 or more years of highly-relevant work experience across a variety of IT-intensive systems as well as health IT systems Understanding of, and demonstrated experience in, system lifecycle activities, to include: Concept definition and refinement Requirements definition, interpretation, and decomposition Configuration management of technical, cost, and schedule baselines Change control Systems engineering governance in traditional and agile systems and development lifecycles Risk Management Test Readiness Operational Readiness Deployment Working knowledge of EVMS and scheduling processes to include: project management or project control experience working with Work Breakdown Structure (WBS), IMS, and work authorizations, understanding of cost and schedule development as well as controls to conduct root cause analysis and identify corrective actions, experience with development of Estimate to Complete (ETC) and Estimate at Complete (EAC), experience with monthly schedule status processes and Risk Management and management of schedule and budget risk reserves Experience with resource/staffing needs assessment, hiring, and team management Experience writing bases of estimate and other work scope documentation in response to customer needs Capable of working independently as well as within a team Experience managing and leading and multiple technical teams/efforts concurrently with people from different disciplines with varying degrees of technical and operational experience (IT personnel, Cyber/Security, Engineers, Developers, Testing, Training, Clinical, Financial SMEs, etc.). Ability to provide leadership and promote teamwork, while managing and monitoring the deliverables of each team to ensure milestone and on-budget completion. HOW TO STAND OUT FROM THE CROWD (preferred) Extensive experience with EHR system interface (HL7, FHIR, HTTP, MLLP) projects across the lifecycle, to include design, configuration, implementation, and operation Prior direct experience with Defense Health Agency, Department of Veterans Affairs, DHMS PEO, or other government agency in a health IT role Prior health informatics experience PMP Prior experience with Theater Medical Systems (AHLTA-T/TC2), TMDS desired Experience managing projects associated with the design, development, deployment, and sustainment of combat or combat support systems or other forward-deployed (out of data center, austere conditions) systems Experience with technical road mapping, to include deployment planning Experience with DoD Cybersecurity implementations Specific experience managing projects that used the Cerner Millennium EHR product suite Specific experience managing projects that used the Dentrix Enterprise product suite Experience with cross-platform medical and/or dental record integration or transition Knowledge of EVMS tools (i.e., Cobra, MPM, WInsight, etc.) Formal training in EVMS (i.e., company-sponsored, industry certifications, etc.) Experience as a Control Account Manager in a contractually-required EVMS environment Original Posting Date: 2024-06-13
