General Overview of the Position Directly responsible for managing and coordinating the Parks, Facilities and Streets division functions including street, building and park maintenance, equipment repair, stormwater management, snow plow operations, safety, purchasing, and employee relations all while effectively building a positive relationship with employees, city officials and the public. Examples of Essential Duties Manages either directly or through subordinate supervisors, parks, facilities and streets division activities including new construction, maintenance and repair of streets, parks, facilities, right?of?ways and mechanical equipment. Troubleshoots field problems, develops corrective actions and oversees implementation. Establishes and maintains an effective relationship with other City departments and outside agencies. Collaborates with Director of Public Works and Supervisors to plan and prioritize work assignments and long-term projects and purchases. Addresses citizen inquiries on DPW-related issues. Assists in preparation and implementation of the DPW-Parks, DPW-Facilities and DPW-Streets division budgets. Assists in developing short and long term Capital Improvement Plans for the Parks, Facilities and Streets divisions. Assists with the development of division policies and procedures. Establishes safety standards and programs to provide for the safety, health and well-being of employees and citizens. Serves on Staff Safety Committee as a representative of the Department and Division. Assists in determining DPW priority projects and ensuring collaboration and sharing of resources. Collaborates with Planning and Engineering on major projects, then determines and prioritizes related activities. Prepares specifications for bids on equipment, projects, and authorizes purchase of materials and equipment. Collaboratively work with and assist the Department of Community Development in implementing the operations components to the City's storm water management Master Plan. Manages city fleet, including the Mechanic staff. Assists the Director of Public Works in the administration of all activities and serves in the Director's absence. Performs all other duties as assigned. Minimum Qualifications MINIMUM QUALIFICATIONS Bachelor's degree in management or related field, or the equivalent combination of training and experience may be considered At least ten (10) years experience in park, facilities and/or street maintenance activities At least five (5) years of supervisory experience Valid Driver's License PREFERRED QUALIFICATIONS Commercial Drivers License CDL Class ABCD-N Position Specific Information PHYSICAL REQUIREMENTS Tasks involve light work more than 50% of the time. Exerting up to 20 pounds of force occasionally and/or up to 10 pounds frequently, and/or a negligible amount of force constantly to climb, balance, stoop, kneel, crouch, reach, stand, walk, push, pull, lift, finger or grasp. Light work involves sitting most of the time but the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work. Task involves medium work at least 20% of the time. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects and climb, balance, stoop, kneel, crouch, reach, stand, walk, push, pull, lift, finger or grasp. ENVIRONMENTAL REQUIREMENTS This position is substantially exposed to adverse environmental conditions both inside and outside including no effective protection from weather conditions at times; no protection from temperature changes at times and is subject to extreme cold temperatures for periods of more than one hour during the winter months. SENSORY REQUIREMENTS The task requires close visual acuity to perform various duties. The task requires oral communications ability. The task requires sound perception.
