Major Duties and Responsibilities Serves as Chief Data Officer for Ohio Department of Children and Youth ("DCY") and plays a pivotal role in several areas of data management, including data operations, data quality management, driving business value through data analytics, and ensuring data governance and security. Responsible for all agency data, defining the data governance framework, and protecting and managing agency's data assets. Advises and assists Chief Operating Officer in defining DCY's data driven goals and objectives. Coordinates and creates and/or manages designs, plans, and data management functions. Defines data and analytics strategy and governance of data. Provides oversight of data sharing practices. Defines related policies and procedures to ensure the agency has access to reliable and accurate data, develops data standards, data quality, data architecture, and data classifications for the agency. Works to create business value and form analytical insights as well as to embed analytics throughout the agency's business processes. Collaborates with the Division of Information Technology and the Bureau of Data Analytics & Surveillance to support data and data resource deployment (e.g., business intelligence; visual and predictive analytic tools; agency competency). Advises security points of contact and the agency's legal counsel as necessary on matters related to data. Ensures confidential personal information is stored securely and accessed responsibly according to statutory requirements as defined within DCY or the Ohio Revised Code. Monitors data management technologies and trends, data market developments, data usage, information management, and outputs from data analytics. Stays updated with rapidly evolving technology. Supervises assigned staff. Assigns work and provides direction; establishes employee goals; monitors and evaluates staff performance and conducts performance evaluations; approves/disapproves requests for leave; conducts staff meetings and one-on-one meetings; encourages staff development. Represents the Agency at various meetings and conferences to exchange information to resolve concerns and problems. Responsible for timely coordination of assigned projects. Performs other related duties as assigned. Hybrid Work Details Subject to DCYs teleworking policy and an approved teleworking agreement, this position is eligible to work from a remote location on a hybrid basis. The selected applicant may be required to complete initial trainings prior to being eligible to telework. All requests to telework are reviewed on a case-by-case basis and must be approved by DCY's Deputy Director of Human Resources and management, subject to the conditions outlined in the agency policy and teleworking agreement. Job Skills: Data Analytics At least 5 years of experience in managing data and/or in data analytics. Completion of undergraduate core program in public administration, data analytics, computer science or related field.
