Duties A GS-0301-13, DEPUTY COMMANDER: Manages and directs the Air Support Operations Group and provides managerial oversight of multiple ASOS and TACP squadrons that are geographically separated. Incumbent's duties require developing long and short range plans that are based on worldwide external trends and events, and implement these changes to the organization, group and multiple squadrons, in order to meet these evolving changes and expectations. Incumbent is required to perform duties of a complex administrative nature. Incumbent ensures that each subordinate squadron carries out the guidance of the ASOG and directions from the Joint or Coalition Operations Center who report to the Joint Force Air Component Commander. Approves multiyear and longer range work plans developed by the supervisors of subordinate units (ASOS/TACP) and subsequently manages the overall work to enhance achievement of the goals and objectives for the work directed. Plans and coordinates short and long term budgetary requirements with USAF and ANG MAJCOM. Prepares and maintains deployment and mission execution plans in accordance with higher headquarters plans, programs and policies. Exercises delegated authority to oversee the overall planning, direction, and timely execution of two ASOS and fourteen TACP Squadron operational programs that are regionally separated. Responsible for the development and/or implementation of current and long range organizational plans that support the vision and goals of the ASOG/ASOS/TACP ANG community. Incumbent must analyze interrelated, substantive issues that because of the constant changing world events require the incumbent to consider and evaluate changes to the operational and long range program goals and objectives ASOG and Squadrons. Ensures funds, equipment, manpower and facilities are properly resourced and utilized to meet the mission objectives and requirements. Incumbent exercises direct authority for the readiness and implementation of ASOS/TACP weapon systems and all activities at the operational level of war readiness. Incumbent works with Public Affairs, local newspapers, the Governor's office in several states and the US Congressman's office on press releases regarding the group and squadrons. Incumbent is an active member of professional organizations, to include the Weapon System Council and the Air Directorate Field Advisory Council, in order to make policy recommendations to the ANG Director on areas that may affect all Air Guard units. Incumbent facilitates interviews with local and national level media (i.e., Air Force Times). Works with union leadership on local union matters. Ensures goals are in consonance with higher headquarters direction and local limitations. Considers factors such as current and future mission needs, political climate, environmental concerns and tactical training limitations for the group and squadrons. Manages changes throughout the organization, or major changes to the structure and content of the program directed by programmatic changes or mission requirements. Exercises discretionary authority to approve the allocation and distribution of funds in the organizations budget to support squadron mission objectives. Provides employees with advice, counsel or instruction on both work and administrative matters. Interviews candidates for positions in the unit and selects appointment, promotion, or reassignment to such positions. Identifies developmental and training needs of employees, provides or arranges for needed development and training, and maintains an effective leadership/career development program. Hears and resolves employee complaints and refers serious unresolved complaints to higher-level management. Initiates action to correct performance or conduct problems. Ensures the Equal Employment Opportunity Program is effective. Establishes channels of communication within the division to keep personnel informed and provides feedback. Finds ways to improve or increase the quality of the work directed. Develops performance standards, explains performance expectations, and evaluates the work performance of subordinates. Responsible for the future enhancement of current unit capability through briefings of MAJCOM leadership on new concepts such as reach-back and distributed operations. Leads ANG community through frequent contact with Air Combat Command, Air Force Air Staff and HQ National Guard Bureau functional managers identifying manning, equipping and training requirements and formulating program funding actions. As a member of the Wing Staff, makes presentations at Wing meetings, sits on selection panels with the Wing Commander, and is an active member of the Wing's Financial Management Board, Facility Utilization Board, Manpower Committee, Safety Council and Requirements Council. Requirements Conditions of Employment MILITARY REQUIREMENTS : Military Grades: O5 Compatible Military Assignments: 19Z - Applicants need not be assigned to the position or possess the AFSC to apply or be considered for selection. Selected applicant must be assigned to a compatible Military position and attain AFSC within 1 year of appointment action. - Participation in direct deposit is mandatory. - Males born after 31 December 1959 must be registered for Selective Service. - Must maintain membership in the WA Air National Guard for continued employment. - Must be able to obtain and maintain the appropriate security clearance of the position. - This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. - Position requires ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. - May occasionally be required to work other than normal duty hours; overtime may be required. - The duties and responsibilities of your job may significantly impact the environment. Qualifications GENERAL EXPERIENCE : Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems. SPECIALIZED EXPERIENCE : Must have at least 36 months experience, education or training or 1 year equivalent to at least next lower grade level, in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations Education Education Requirements: High School Diploma or GED. Substitution of Education for Specialized Experience: Not Applicable.
