The New York City Public Schools is the largest school system in the United States, with over 1.1 million students taught in more than 1,800 separate schools. They have over 80,000 employees and hundreds of thousands of vendors that interact with NYC DOE on a yearly basis.
Project Overview
Develop a Next Generation Student Information System (NGSIS) to modernize DOE's legacy student information systems and data applications.
Build a single online interface that presents school users and parents with biographical, academic, and programmatic data for students.
Consolidate all data workflows in the systems that currently hold student information.
Establish new workflows to help school administrators and teachers manage student record-keeping and other school-based academic tasks.
Decommission legacy systems as functions are successfully deployed within the new environment
Maintain the highest standards for data security when information accessed through the browser and when information is stored to the database.
Provide a configurable system that allows authorized users to update important aspects of the implemented solution i.e. manage lookups, workflow, rules, role-based access levels, etc.
Role and Responsibilities:
Design relational databases to support business enterprise applications and physical data modeling according to project requirements for data acquisition and security as well as customer-defined deliverables
Collaborate with internal and external personnel, including system architects, software developers, database administrators, design analysts and information modeling experts to determine project requirements and capabilities, and strategize development and implementation timelines
Develop architectural strategies for data modeling, design and implementation to meet stated requirements for metadata management, operational data stores and Extract Transform Load environments
Create and test physical data models for a variety of business data, applications, database structures and metadata tables to meet operational goals for performance and efficiency
Support database administrators, network designers and IT personnel to create effective and secure methods for data backup and recovery
Review existing data architectures to determine overall effectiveness and compliance with original objectives, develop comprehensive strategies for improving or replacing underperforming areas and present these plans to managers and executives
Research new technologies, data modeling methods and information management systems to determine which ones should be incorporated into company data architectures, and develop implementation timelines and milestones
Oversee for the creation and quality of the following deliverables:

Data Security
Technical Documentation
System Design Document
Attend Client meetings as needed
Skill Sets:
Required
12+ years' experience as an data architect
Knowledge and skills surrounding .NET platform
Experience with SQL and Oracle
Minimum of 10 years of technical experience data networking, storage, data management, and data migration.
Ability to effectively partner with cyber security management to ensure the application of best practices to all designs and solutions.
Demonstrated ability to communicate and present at technical and management levels
Bachelor of Science degree in Computer Science, Management Information Systems, Business Administration, Engineering, or related discipline.
