Tyto Athene is seeking a Cyber Operations Planner for a newly awarded multi-year contract providing Cyberspace Support Services in support of the Air Force's 688th Cyberspace Wing (688 CW) located in San Antonio, TX. Cyber Operations Planner is responsible for planning, implementing and executing the AF cyber operations plans and strategy assigned to the 688 CW. Responsibilities: Apply mastery of cyberspace operations planning to Cyber Ops Planning products across the AFIN. Utilizes computer network defense experience and mastery of joint publications and operations to ensure seamless integration and execution of Cyber Ops Planning products to cyberspace operations in support of OSD, HAF, JS, Combatant Commands, (CCMDs), USCYBERCOM, JFHQ-C (AF), sister service cyber commands, and 16 AF (AFCYBER) to accomplish cyberspace missions. Assist with defining, outlining and documenting strategic and tactical long-range plans, intelligence interfaces and required data analytics through Cyber Ops Planning products to integrate mission assurance through Cyberspace for AF Weapon Systems in a centralized integrated environment. Interpret national-level strategy and defense guidance to assist in conducting comprehensive campaign planning to achieve the objectives directed by the President and Secretary of Defense. Applies expertise in the National Security Strategy, National Defense Strategy and USCYBERCOM Campaign Plans to Cyber Ops Planning products. Support systematic and continuing assessment of USAF, DoD and CCMD cyberspace operations to evaluate extent to which policy objectives and strategic plans are achieved. Provides analysis, definition, review, and validates high-level cyberspace requirements as a key element of the national defense strategy. Provides expert guidance to the teams to enable them to interpret data to reline methods and techniques of data gathering; analyze deficiencies and provides recommendations to ensure adjustments are sufficient to attain/maintain mission readiness. Plan Cyber Ops Planning products for cyber operations and associated training in furtherance of mission accomplishment. Refine the development and maturing of operating concepts and interfaces designed to support the refinement, development, review, preparation, and coordination of cyberspace and mission assurance operations integration Roadmaps, Contingency Plans, and Tactics, Techniques and Procedures. (TTPs). Interpret regulations and provide advice, assistance, and policy guidance to units on implementation of headquarters/gaining command's guidance. Coordinates with NAF, MAJCOM and DoD partners integrating cyber disciplines into the warfighter operational missions. Performs cyber weapon system analysis and assists in developing strategic mission essential tasks (METs) and concept of employment (CONEMPS). Support the MA strategic integration development, coordination, and preparation of all staff tasking's and evaluate and modify 688 CW policies to ensure the mission assurance through Cyberspace concept is effective and in compliance with legal requirements as captured in Cyber Ops Planning products. Identify ways and means to resource campaign requirements and to contribute to campaign objectives. Uses data to inform and set program priorities and identify policy challenges/opportunities. Supports guidelines to implement and/or clarify policy and mission objectives. Analyze current 688 CW cyberspace policies and government regulations to develop new policies and plans or revise existing policies, plans, or programs to integrate weapon system capabilities and analyze statistical data and reports to identify and determine causes of problems of organization's policies and practices. Facilitate cyberspace program planning and operations to include IPTs and OPTs that require intensive collaboration across the DoD and CCMDs to support, review and recommend plans that serve as authoritative policy statements and provides parameters for subsequent real-time cyberspace operations activities conducted not only by 688 CW. Guides identification of operational requirements, and development and management of cyber operations activities and resources. Consult with and provide expert advice to government staff personnel on Cyberspace policy and program issues. Assist in evaluation of US Cyber Command, 16 AF guidance, or other governing guidance for resolutions for compliance task requirements by assigned deadlines. Use technical expertise to guide collection and in-depth analysis of relevant data for inclusion in Cyber Ops Planning products. Makes expert recommendations for redirection of program strategies and resources based upon DoD and CCMD feedback. Reviews higher headquarters messages on directed missions and works with subordinate teams and other agency cyberspace counterparts to determine requirements by assigned deadline. Provides expert advice and assistance to teams and units to resolve operational problems as prioritized. Keep the senior leadership team advised daily of problem areas with widespread impact and any required corrective actions. Collaborate with counterparts within the DoD, IC, and CCMDs weekly to gain lessons learned to improve 16 AF (AFCYBER) analysis effectiveness and efficiency. Participate in conferences, meetings, and symposiums as required Requirements: 5 or more years of AF Cyber Operations experience 1 or more years of USAF Operational Planning experience Strategic understanding of USAF Cyber Operations and Capabilities An Active DoD 8570 IAT Level II OR DoD 8570.01M IAM Level-2 Certification is required. Minimum includes one active of the following certification(s): CYSA+, Security Plus CE, CND, SSCP, GICSP, GSEC, CCNA Security, CAP, CASP+CE, CISM, GSLC, CCISO, HSISPP, CISSP (or Associate).
