Job Description Position Title: Cyber Operations Planner III Position Overview: The Cyber Operations Planner III plays a crucial role in the JCDC Planning Office, contributing to the development and execution of cyber defense plans to safeguard critical infrastructure and national interests. This position requires advanced expertise in cyber operations planning, strategic thinking, and collaboration with internal and external stakeholders to enhance cybersecurity resilience. Key Responsibilities: 1. Lead the development of detailed cyber defense plans, including deliberate and crisis action plans, to enhance posture, protection, and response capabilities. 2. Collaborate with cross-functional teams and external partners to identify cyber threats, vulnerabilities, and consequences relevant to critical infrastructure and national interests. 3. Participate in targeting selection, validation, synchronization, and integration activities during the execution of cyber actions to achieve desired outcomes. 4. Provide subject matter expertise on cyber operations planning methodologies, frameworks, and best practices to support program objectives. 5. Conduct analysis and assessment of cyber risks and vulnerabilities within the network environment or enclave to inform planning efforts and risk management strategies. 6. Develop intelligence plans and requirements to support cyber operations, including collection, analysis, and dissemination of relevant intelligence products. 7. Coordinate with cyber partner integration planners to advance cooperation and collaboration across organizational or national borders. 8. Support the testing and validation of cyber defense plans through integrated exercises, simulations, and tabletop exercises. 9. Monitor emerging cyber threats, trends, and technologies to stay informed about developments that may impact cyber defense operations. 10. Prepare reports, briefings, and presentations to communicate planning efforts, findings, and recommendations to senior leadership and stakeholders. Qualifications: Bachelor's degree in Cybersecurity, Computer Science, Information Technology, or a related field. Master's degree preferred. Certification in cybersecurity (e.g., CISSP, CISM, CEH) and/or project management (e.g., PMP) is highly desirable. Minimum of 8 years of experience in cyber operations planning, including development and execution of cyber defense plans in government or industry settings. In-depth understanding of cyber threat landscape, attack vectors, and defensive strategies Proficiency in cyber operations planning tools, techniques, and procedures. Strong analytical and problem-solving skills, with the ability to assess complex situations and develop effective solutions. Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse teams and stakeholders. Leadership experience and the ability to mentor and guide junior team members. Knowledge of relevant laws, regulations, and policies governing cybersecurity operations Minimum 8 years of experience developing operational plans that drive defensive or offensive cyber operations. This experience must demonstrate the ability to work with a wide range of partners, preferably including private sector partners, on complex cybersecurity topics Experience in technical writing and editing, as well as cyber incident management, is preferred Must have a TS Clearance This position description outlines the key responsibilities and qualifications for the Cyber Operations Planner III role within the JCDC Planning Office.
