Overview Na Ali'i is looking for a Contracts Manager to support contracts and procurement operations for one of Nakupuna Companies' several business lines. Responsibilities The following duties are representative of the essential functions for this job but are not comprehensive. Additional duties and responsibilities may be assigned to this job at any time. Full spectrum contract management support for one of Nakupuna's Lines of Business Work on an overall contract and procurement team of 10 - 15 members, may provide oversight and mentor a smaller portion of the team. Prepare for and conduct or support negotiations with clients and with subcontractors or suppliers; maintain negotiation records. Maintain electronic contract files, as well as procurement control records in accordance with DFARS Business Systems criteria for a compliant Purchasing System (i.e., CPSR) Advise program teams on risks and contractual issues Assist with detecting and mitigating organizational conflicts of interest Oversee procurement timelines for purchases under your assigned contracts Attend or support meetings with customer as needed, to include contract kick-off meetings Prepare formal notices and correspondence with customers Prepare for contract closeout at contract conclusion Support proposal responses Assemble Requests for Proposals or Requests for Quote to prospective subcontractors and vendors; evaluate responses and pricing. Qualifications Skills/Qualifications: Leadership, Project Management, Requirements Analysis, Strategic Planning, Self-Motivated and Self-Monitoring, Exceptional Oral and Written Communications, Technical Expertise, Problem Solving, Attention to Detail. Proficiency in Microsoft Office applications. Education and Experience: This position requires a bachelor's degree from an accredited institution. 6+ years of professional experience in federal contracting Strong knowledge of FAR, DFARs, and Public Law Desired: CostPoint experience is a plus, especially CostPoint CMS CPFF contracts Subcontracts experience CPSR (Contractor Purchasing System Review) knowledgeable Contract closeout Subcontract Closeout Contracts with international work/travel (Defense Base Act (DBA), Status of Forces Agreement (SOFA Familiarity with EAR/ITAR compliance Experience with GIDEP, and Counterfeit Parts Detection Professional Certification(s) (e.g., CCCM, CPCM, CFCM, CCMA, PMP) Legal study/law degree would be a plus Clearance: Not required but must be able to obtain security clearance, if requested. Must be a U.S. citizen. Physical Requirements: In addition to the skills and qualifications mentioned above, candidates must, at a minimum, be able to meet the following physical requirements. Ability to lift or carry objects up to 25 pounds without Ability to use stairs and or walk at an incline without Ability to perform repetitive or forceful motions with the hands, wrists, and fingers including frequent bending, raising arms, twisting, and bending neck. Ability to engage in and follow audible Ability to sit or stand for prolonged periods at a desk, working on a Ability to lift, carry, reach (above chest or below knee), kneel, crouch, twist, bend and climb a step stool/ladder (items may include but are not limited to supplies and other materials).
