Duties Serves as the Contract Officer (Administration) (COA) for assigned contract awarded at one Government Owned Contractor Operated (GOCO). Oversees pre and post Award administration of assigned contracts and delivery orders. Performs a wide range of contract administration functions, as delegated by the Procuring Contracting Officer (PCO). Provides surveillance of the contractors' performance in executing contract production requirements, the operation and maintenance of the Army's GOCO facilities/plants, and support of the mobilization base. Develops and directs procedures to review Award Term Criteria and verify contractor scorecard. Coordinates, plans, integrates, reviews, evaluates, and controls the contractor's requests for use of facilities for ACO staff review team. Monitors contractor performance under assigned contracts and adherence to the Federal Acquisition Regulation (FAR) and contract provisions. Directs internal pre-solicitation activities in support of different facets of contract actions. Reviews and assists in development of the acquisition milestones to process the procurement from pre-solicitation through contract award and final delivery/completion as proposed by the assigned specialist. Reviews contractor human relations program to determine compliance with applicable provisions of assigned contracts and Federal labor laws. Must be able to obtain and maintain a Secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly. This is an Army Acquisition, Logistics and Technology Workforce position.
