Duties Perform pre and post-award contracting functions in the development, justification, coordination, and completion of a large number and variety of procurement transactions from time of receipt to award, administration, and close out. Ensures the requirements of law and regulations have been complied with and clearances and approvals have been obtained prior to signing contracts. Provide guidance for acquisition planning functions for specific requirements by coordinating with customers. Executes and/or recommend award of a contract for complex equipment, services and/or supplies. Identify and address contractor performance issues. Analyzes and evaluates cost and pricing data to determine price reasonableness when relevant historical data and pricing precedents are generally not available or require extensive adaptation. These duties are described at the full performance level of GS-12. The duties at the GS-11 level are developmental leading to such performance. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required. You must possess, or be able to obtain and maintain a SECRET security clearance. This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter. This position has a Temporary Duty (TDY) or business travel requirement up to 5% of the time. One year trial/probationary period may be required. This is an Army Acquisition Workforces (AAW) position. The employee must meet the DoDI 5000.66 requirements for Contracting Professional Certification within 3 years of entry on duty. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. OR Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served ON OR BEFORE September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series ON OR BEFORE September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Qualifications for GS-11 Specialized Experience Required: To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: (1) Perform pre-award and/or post-award functions to procure commodities and/or services; (2) Evaluate contractors' performance for compliance with contract provisions to meet regulatory guidance; AND (3) Negotiate contract proposals to execute modification actions. OR Education: I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Qualifications for GS-12 Specialized Experience Required: GS-12: To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: (1) Administer complex contracts for specialized equipment and/or services to meet mission objectives; (2) Perform cost/price analysis to conduct contract negotiations; AND (3) Develop and issue solicitations with appropriate award factors/provisions to meet contract terms and/or conditions. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted.
