Duties As a senior Contract Specialist, assigned procurements normally will be of the highest dollar value, highest priority, and most complex, generally requiring production of major proprietary items. Assignments include but are not limited to a range of tank-automotive technical vehicle equipment from repair and replacement parts through complex vehicle systems. Procures services including development of software and data, overhaul and maintenance, facilities contracts and design and engineering efforts. Provide advice and assistance on all aspects relative to acquisition planning, policy, and procedural issues. Reviews purchase requirements to ensure they are in accordance with all applicable law and procurement regulations. Coordinates with the technical staffs and resolves any problems, ambiguities or inadequacies. Determines method or procurement and selects appropriate solicitation format independently or as a team leader. Selects contract type that best serves the Government's needs, based on consideration of such matters as urgency, realistic delivery schedules, adequacy of competition, competitive nature of technical data and/or production capacities and tooling. Exercises high level of judgment when evaluating prospective contractors' bids/offers for complex procurements which may lack definitive specifications. Documents the agreements, prepares negotiation memorandum, final contract terms and all support documentation for Contracting Officers signature. Performs all functions in processing protests, congressional inquiries, requests for relief, disputes, claims litigation, extraordinary actions, and reports for Armed Services Board of Contract Appeals (ASBCA) and other cases. Determines contractor adherence to legal, production, and delivery requirements. Prepares and carries out necessary actions with regard to delinquencies, reports of material rejection, loss, destruction or damage to Government property, quality deficiency reports or any other non-conformance with contract requirements. Negotiates revised contract terms (price, delivery date, etc.) obtaining guidance from Legal counsel, the requesting activity, or contract termination experts. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must be able to obtain and maintain a Secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly. Must file an annual Financial Disclosure Statement. This is an Army Acquisition, Logistics and Technology Workforce position. OR Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes applying procurement techniques to negotiate competitive contracts, proposals, and/or claims; performing pre-award and/or post-award contracting functions involving complex contracts; determining method of procurement and selects appropriate solicitation format; monitoring the progress of contracts to assure compliance with the terms of the contract; developing acquisition plans; and performing all phases of the procurement cycle from initiation of the requirement through contract closeout or termination. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
