Recruitment Range: $64,854.40 - $75,400 annually dependent on knowledge and experience

This position is considered exempt from overtime

Minimum Preparation for Work:

  • Graduation from an accredited college or university with a Bachelor's Degree in Construction Management, Civil/Structural/Environmental Engineering, Landscape Architecture, and;

  • Five (5) years of pertinent experience in Civil/Site/Utility/Environmental Engineering projects, construction, and project management.

Or
  • Combination of education, training, and/or work experience equal to or greater than the requirements listed above as determined by Human Resources.

Necessary Special Requirements:
  • Possession of an appropriate driver license for equipment operated and any license, training or certification required by law or regulation to complete assigned tasks.

Nature of Work:

This is highly responsible professional and administrative work coordinating city improvement projects and assisting the City Engineer.

An employee in this class is responsible for planning, directing and coordinating activities to ensure projects are accomplished within prescribed time frame and funding parameters. Work is reviewed by periodic conferences and/or the evaluation of plans, reports and accomplishments. Works under the general supervision of the City Engineer and assists in the day-to-day functioning of the Engineering Division. Independent judgment and initiative are required. Employee works with outside consultants, outside contractors, in-house professional, technical, and clerical employees on a variety of projects.

Examples of Work:
  • Performs damage and repair assessments to City owned infrastructure in conjunction with consulting engineers/architects and contractors.
  • Oversees preparation of complete public bid packages for repair/construction of City owned infrastructure.
  • Makes routine inspections of City owned facilities to assess construction and/or repair operations and determine needs.
  • Performs preliminary review of assigned projects to identify potential problems and recommend alternative solutions; records existing site conditions; attends preconstruction and in-house design review meetings.
  • Coordinates with consulting engineers/architects for the production of necessary construction plans and specifications.
  • Reviews and checks construction plans and specifications for completeness and code compliance.
  • Acts as a liaison with Federal, State, local and other governmental agencies.
  • Prepares and maintains technical and administrative operating records and reports.
  • Assists in the oversight of the construction of City projects, studies, investigations, and surveys to include writing specifications, contracts and coordinating with internal and external contributors to analyze bids.
  • Assists in the management of City construction projects and contractors.
  • Assists in the plan review, permit issuance, tracking, inspection, and monitoring of private and municipal development projects.
  • Responsible for record keeping and preparation of reports to be submitted to various agencies/grantors.
  • Prepares and issues standardized right of way and license to use permits and verifies compliance with permit requirements.
  • Provides direct supervision over City Engineering Technicians and Engineering Inspectors.
  • Performs other duties as assigned.

Knowledge, Skills and Abilities:
  • Knowledge of administrative procedures and departmental rules and regulations.
  • Knowledge of pertinent principles, practices, methods, materials, tools and equipment applied in Construction Management and Civil Engineering and apply principles and practices of stormwater, drainage, and roadway design to manage City construction projects
  • Knowledge of pertinent Federal, State and local laws and ordinances governing the activities of the department.
  • Knowledge of approval standards of safety as related to designs and specifications.
  • Knowledge of modern management techniques and methods.
  • Ability to exercise good judgment in evaluating situations and making decisions.
  • Ability to speak and write effectively.
  • Ability to prepare clear, concise and comprehensive reports.
  • Ability to establish and maintain effective working relationships with associates and the general public.

Mental and Physical Requirements:

While performing the duties of this job, the employee is regularly required to use hands and fingers to hold or feel, reach with hands and arms, walk, talk and hear. The employee is occasionally required to stand, sit, climb, balance, stoop, and crouch. Specific vision abilities include near distance, far distance, color, and peripheral vision, and depth perception. Engineering Construction Manager. The employee regularly lifts and/or moves up to 25 pounds and occasionally lifts and/or moves up to 45 pounds.

Work Environment:

The noise level in the work environment varies from moderate to loud. This position requires an employee to be routinely exposed to outside weather conditions and building site construction related safety risks.
