Project Manager III Project Manager III provides construction project management duties involving the project initiation, planning, coordination and execution of projects related to repairs and renovations for the State Supported Living Centers and State Hospitals. The Project Manager III communicates with stakeholders, HHSC management, facility personnel and other relevant parties on regular basis to ensure projects are completed timely and within budget. The Project Manager III is responsible for the review and inspection of construction work, identifying construction issues, evaluating unforeseen conditions, initiating change orders, managing timely payments to contractors, and completing the related construction documentation through the life cycle of the project. The Project Manager III directs and supervises the work of design architects and engineers on assigned projects and oversees the construction based on regular site visits and ensures contract compliance. Project Manager III works under the supervision of a project manager director, with considerable latitude for the use of initiative and independent judgement. Essential Job Functions: 1. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. 2. Assists in the development of contracts for professional services providers (architects, engineers, and other special consultants). 3. Manage and direct services performed by the construction contractor and professional services providers. 4. Oversees the development of bid packages and assists with the development of construction contracts. 5. Oversees administration of construction contract and manage project budget and timeline to ensure the completion with contract timeline and budget. 6. Inspects construction to ensure compliance with drawings and codes. 7. Reviews codes to determine if existing conditions comply with current requirements and determine solutions for compliance. 8. Provide quality services to the facility staff and leadership by keeping open communication and ensuring the quality product. 9. Assist in the maintaining the project data and deficiencies in the CAFM facility assessment system (FAS). 10. Acquire and maintain a Certified Texas Contract Manager license as issued by the State of Texas. Knowledge Skills Abilities: Knowledge of project management theories and practice applicable to moderate scope projects; of systems and procedures to evaluate a third-party vendor's performance; and of local, state and federal laws and regulations relevant to the administration of the project undertaken. Skill in project management monitoring; in addressing changes in scope and budget and monitoring the schedule of the project. Shows proficient skill in the use of personal computers and applicable programs, applications. Ability to exercise sound judgement in making critical decisions, to analyze complex information and develop plans to address identified issues, to demonstrate negotiation and facilitation skills, to identify project risks, to understand the construction and different construction procurement methods, to prepare reports and charts, to communicate effectively and to coordinate the work of others. Excellent organizational skills with an ability to manage multiple simultaneous activities in a diverse and complex environment Registration or Licensure Requirements: Certification as a Project Management Professional (PMP), Certified Associate in Project Management (CAPM), Certified Construction Manager (CCM), licensed architect or a professional engineer by the State of Texas is preferred but not required. Acquire a Certified Texas Contract Manager license as issued by the State of Texas within 6 months from the date of hire. Initial Selection Criteria: Minimum of 3 years project management experience in commercial and/or healthcare construction projects. Graduation from an accredited four-year college or university with major course work in construction management or a field relevant to the assignment is required. Experience may be substituted on a year-for-year basis. Additional Information: This position will be responsible for managing the construction projects at Lubbock, Big Spring, Abilene, San Angelo and El Paso region. Responsible facilities may change over time. This position has an opportunity to telework. The selected candidate will choose a designated headquarters of Austin or one of the responsible HSCS facilities. The candidate will attend new employee orientation and manage administrative functions through their designated headquarters. There is no guarantee of permanent telework, employees must meet telework eligibility requirements in accordance with agency policy, and any telework options are subject to change. A telework employee will not be reimbursed for travel from the employee's residence to their designated headquarters.
