Construction Project Coordinator 3 Construction & Facilities Management Office Camp Murray, WA This recruitment is open to permanent Washington Military Department State employees only. This position reports to the Design & Construction Branch Chief (Construction Project Coordinator 4), part of the Construction & Facilities Management Office (CFMO) within the Washington Military Department (WMD), and serves as a technical expert on construction contract administration, scheduling, contract disputes, and long-range cost and escalation forecasting on assigned CFMO military construction (MILCON), capital, and minor work projects. Responsible to provide project management for all phases of CFMO MILCON, capital, and minor work projects. Ensure proposals and bids are accomplished properly and within Federal and/or State contracting rules and regulations. Ensure all contract modifications and change orders are processed expeditiously, accurately, and comply with Federal and/or State contracting rule and regulations. Coordinate project information and updates to ensure stakeholders are kept current. Responsible to perform project planning consultation. Ensure accurate and timely preparing warranted project reports. Interpret and communicate Federal and State MILCON, capital, and minor work project fiscal laws and construction design requirements. REQUIRED A Bachelor's degree in architecture, engineering, building construction, business administration, facilities management, or related field. AND Three years of experience managing construction projects, construction code enforcement, building inspections, and/or oversight of construction/maintenance contracts. Additional experience may substitute, year-for-year, for the educational requirement. DESIRED Experience: Construction project management to include participation in the project process from the planning phase through fiscal acceptance of completed work. Knowledge of: Planning, scheduling, administering, and budgeting of construction/remodeling projects. Basic safety, building, environmental, and construction codes and regulations Requirement to maintain and deliver a high degree of financial integrity to ensure CFMO projects are compliant with warranted rules and regulations. Skills and Abilities to: Effectively plan, organize, and perform multiple projects to meet associated deadlines. Understanding of relevant standards for the design and construction of Federal and State facilities. Analyze proposed projects for overall feasibility and make recommendations to senior management regarding timing and approach. Utilize Microsoft Office Suite (Word, Excel, Access, PowerPoint, and SharePoint) to create complex documents in support of business operations. Compensation: Wage/salary depends on qualifications or rules of promotion. CONDITIONS OF EMPLOYMENT Background Investigation: Must successfully complete the appropriate background checks required for employment and to obtain/maintain a Department of Defense (DoD) Common Access Card (CAC) required to access DoD computer systems. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination. Driver's License: Valid to drive in the State of Washington. Must meet requirements of the REAL ID Act. This is required to obtain base access and will be required upon hire. Work Hours: A choice between a Tuesday through Friday (4/10 schedule): Monday - Thursday (4/10 schedule): or Monday through Friday (5/8 schedule). Actual hours will start no earlier than 6:00 am and end no later than 6:00 pm, and will include core business hours of 8:00 am to 4:00 pm. Telework: This position is eligible for telework. The incumbent will work with their supervisor to identify an appropriate work schedule and balance between remote and in person work based on operational need and employee preference. Reporting to the workstation for work activities or participating in-person meetings will be needed. Emergency Assignment: Upon activation of State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment. Military Facility: Willingness to work on a Military Controlled Access Installation. Travel: Regular travel may be required - up to 20% with occasional statewide and overnight stays.
