Duties You will oversee a wide variety of functions to monitor and maintain progress, and ensure safe, high quality and timely completion of construction contracts within the approved project budget. You will enforce contract compliance with all contractual requirements regarding project delivery, project schedules, and time and cost management. You will work with customers, contractors, designers, quality assurance, and personnel to determine appropriate direction and/or changes necessary to the contracts to provide the customer with fully functional facilities. You will implement the government Quality Assurance (QA) Program and conduct meetings. Requirements Conditions of Employment Must be a US Citizen. Must be determined suitable for federal employment. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. You will be required to obtain and maintain a current valid United States driver's license. You will be required to complete mandatory training as assigned within the Total Workforce Management System (TWMS) to include annual ethics, Anti-Terrorism Force Protection, Sexual Assault Prevention, Records Management etc. Qualifications FOR GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Reviewing quality control plans and procedures and assessments of contractors performance through regular field surveillance and daily documentation procedures; 2) Applying construction methods and techniques to interpret contract documents to prepare quality assurance reports; 3) Reviewing and monitoring Contractor's construction progress and submitted schedules and request for payments; and 4) Communicating verbally and through writing to deal with a variety of customers, contractors, regulators, and technical/professional contact at construction sites, in meetings or during negotiations. FOR GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1)Conducting inspection of work-in-progress and upon completion to ensure an acceptable level of workmanship; 2) Monitoring construction activities to ensure work is performed in full compliance with construction documents, and ensuring adherence to safety requirements; and 3) Participating in pre-construction conferences and coordination meetings. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: If applying at the GS- 11 level, the following educational attainment may be substituted for specialized experience as follows: Successful completion of a Ph.D. or equivalent doctoral degree; or Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; or Successful completion of an LL.M. degree that is related to the position being filled. or A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience be equal or greater than one hundred percent.
