FLSA: Exempt DEFINITION Under general direction, develops, plans, organizes, schedules, and manages capital improvement projects under construction; supervises technical staff; inspects and prioritizes needed construction projects; coordinates projects with other departments; coordinates the development of project specifications and requests for proposal; oversees the construction of projects and assures contractor compliance; and performs related duties as assigned. SUPERVISION RECEIVED AND EXERCISED Receives general direction for the Assistant Director of Public Works or designee. Exercises direct supervision over technical staff. CLASS CHARACTERISTICS This is a management classification responsible for planning, organizing, reviewing, and evaluating the day-to-day activities of work staff engaged in support of capital improvement construction projects. Incumbents are responsible for performing diverse, specialized, and complex work involving significant accountability and decision-making responsibilities, which include providing technical expertise in the development of long-term strategic plans, policies, service delivery plans, and capital improvement project management issues. Incumbents serve as a professional-level resource for organizational, managerial, and operational analyses and studies. Performance of the work requires the use of considerable independence, initiative, and discretion within broad guidelines. Plans, assigns and directs the work of paraprofessional staff in the planning, design, surveying and construction of public works projects. Participates in the development and implementation of goals, objectives, policies, and priorities for the construction management unit; recommends within departmental policy, appropriate service and staffing levels. Participates in the development and administration of and oversees division budget. Assists in the selection, supervision, and work evaluation of assigned staff; recommends disciplinary action or dismissal; resolves a variety of routine personnel administrative matters. Leads project team and coordinates with stakeholders from project concept to completion; coordinates and attends meetings; schedules project work. Prepares requests for proposals; assists in the development of selection criteria for on-call consultant services in various disciplines including environmental design and materials testing; recommends awards; participates in contract negotiations and prepares contracts. Administers construction contracts; reviews and approves contract change orders, time extensions and modifications of contract agreements; settles contract disputes; monitors progress, approves payments, and ensures contract compliance; coordinates emergency work. Manages projects including field inspections of drainage structures, bridges, roadways, traffic signals, signs, striping, guardrail, labor compliance monitoring, DBE compliance, sampling of materials for testing, report writing, preparation of monthly estimates, submittal review and approval, quantity calculations, change order negotiations, stormwater compliance, and environmental compliance; ensures compliance with plans, specifications, and quality assurance programs. Manages land development and encroachment permits; develops permit conditions; schedules inspections; compliance with permit conditions; attends meetings with utilities and private developers. Manages the Job Order Contracting program. Develops and reviews invitations for bid by performing constructability reviews, check engineers quantity calculations, writes specifications, reviews specification language, and performs plan checks. Manages stormwater compliance through the review of stormwater pollution prevention plans and water pollution control plans. Prepares agenda reports and Board of Supervisor items for award and closeout of Capital Improvement Program projects. Prepares and submits various reports to meet state and federal requirements for capital improvement projects. Performs related duties as assigned. Minimum Qualifications Knowledge of: Organization and management practices as applied to the development, analysis and evaluation of programs, policies, and operational needs of the assigned area of responsibility. Principles and practices of leadership. Principles, practices, and techniques of civil engineering and surveying. Methods and techniques in the design, construction and maintenance of public works projects. Principles and practices of budget development and administration. Principles and practices of contract negotiation, management, and administration. Mathematical concepts. Principles and practices of business letter writing, report preparation, and effective presentations. Applicable federal, state, and local laws,regulatory codes, ordinances, and proceduresrelevant to assigned area of responsibility. Safety practices, safe work methods and safety regulations related to the work. Provide administrative, management and professional leadership for the Construction Project Management division. Research, design, prepare, and evaluate plans, contracts, and specifications for accuracy and conformance with accepted standards, compliance with appropriate laws, codes, regulations, and community needs. Prepare and administer budgets; allocate limited resources in a cost-effective manner. Manages assigned construction projects. Evaluate the work of contractors and consultants for compliance with project plans, specifications and applicable laws, ordinances and policies. Prepare plans, specifications, and bid documents. Conduct strategic planning for assigned projects. Perform accurate mathematic and statistical calculations. Prepare, maintain, and update accurate detailed records and files. Prepare clear and concise correspondence and reports on a variety of financial, budgetary, and administrative issues. Identify problems, research and analyze relevant information, and develop and present recommendations and justification for solution. Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures and standards relevant to work performed. Effectively represent the department and the County in meetings with governmental agencies; community groups; various business, professional and regulatory organizations; and in meetings with individuals. Independently organize work, set priorities, meet critical deadlines and follow-up on assignments. Use tact, initiative, prudence and independent judgment within general policy and procedural guidelines. Effectively use computer systems, software applications relevant to work performed and modern business equipment to perform a variety of work tasks. Education and Experience: Any combination of training, experience and educational degrees that would provide the required knowledge, skills, and abilities is qualifying.
