Estimated Appointment End Date (Continuous if Blank) Full/Part-Time Full time Job Type Regular Compensation Hiring Rate: $84,864.00 Job Description This position is located in the Administrative Services Division - Building Operations Section in Oklahoma City. Basic Purpose Serves as the director of building operations and housekeeping section. This role includes total responsibility for resource and program administration for the agency; ensuring operations are consistent with existing laws, rules, regulations, policies, procedures, and industry guidelines; and budgeting and planning for future operations. All applicants must be able to pass a background check and must be able to legally work within the United States. DEQ does not allow sponsorships. Typical Functions Responsible for the planning, coordinating, and directing overall activities related to the construction, renovation, maintenance, and repair of DEQ buildings, facilities, grounds and equipment. Manage and supervise construction/maintenance technicians and licensed trades specialists or others performing work in both new construction/renovation and the upkeep of existing DEQ properties. Develops and implements budget; develops and implements policy and procedures; ensures compliance with laws, rules, and regulations; prepares routine and special reports. Schedules work crews; reports time and attendance of crews. Conducts inspections of buildings, premises, and equipment; determines requirements for maintenance, construction, or renovation projects; obtains estimates of costs for labor and materials; inspects work in progress and upon completion for code compliance. Conducts inspections of DEQ facilities identify deficiencies in the use or conservation of energy resources or in fire prevention programs; determines requirements for maintenance, construction, or renovation projects; advises responsible personnel of corrective actions required. Evaluates bids on projects; prepares specifications for standard and specialized equipment, supplies and vehicles. Obtains cost estimates on future capital improvement projects; reviews plans and construction documents. Develops, directs, and implements agency-wide energy conservation programs to reduce energy consumption and related energy costs and ensure compliance with federal and state regulations and guidelines; identifies alternative energy sources; establishes energy conservation goals. Plans, organizes, and directs agency fire prevention programs; investigates fire/arson incidents; coordinates fire prevention activities with state and federal officials. Serves as agency Building Operations Project Manager coordinates requirements for Building Operation projects; prepares cost estimates; reviews bids for selection of outside contractors; purchases equipment for use by agency personnel; provides technical guidance, direction and supervision to agency personnel and contractors performing work in DEQ facilities. Develops, coordinates, and directs required training programs; conducts training as needed; attends seminars, workshops and conferences related to energy management, fire prevention, asbestos abatement and similar activities or programs. Develops budgets operations plans, inspection check lists and other guidelines for use by agency personnel in meeting established goals. Reviews construction plans and inspects projects in progress and completed projects to ensure compliance with guidelines concerning resource conservation and other requirements. Completes reports of equipment operations, of installation and maintenance work performed and of materials, supplies and equipment used. All Other duties as assigned. Education and Experience Education and Experience requirements at this level consist of nine years of experience in skilled building trade or maintenance work involving the construction, maintenance, alteration and/or repair of buildings, grounds and utilities, including six years of supervising employees, inmates, or contractors in one of the fields listed above; or an equivalent combination of education and experience, substituting one year of college or technical school training in the building or construction trades for each year of the required non-supervisory experience. Preference (These cannot eliminate a candidate) Operator/Professional Licenses Held Experience in facility maintenance of a laboratory a plus. Travel Requirements Occasional travel may be required. Physical Requirements Occasionally lifting/carrying 80 pounds, 25 pounds frequently, able to push and pull a maximum force of 40 pounds and able to lift and hold overhead up to 40 pounds. Special Requirements Requires possession of a valid Oklahoma driver's license at the time of appointment. Other requirements Knowledge, Skills and Abilities required at this level include knowledge of the applicable construction or maintenance trade to which the position is assigned; of federal and state laws and regulations relating to public administration; of the principles of management and effective supervision; of personnel and fiscal management; and of the principles, methods and practices of the various programs being administered. Ability to plan, coordinate and evaluate the activities of the Building Operations; to set priorities; to prepare budgets and ensure compliance with budgets; to establish and maintain effective working relationships; to interpret, analyze and resolve highly complex administrative and personnel problems; to communicate effectively both orally and in writing; to plan and direct complex administrative programs; to plan, organize and direct the activities and operations of different units engaged in a broad range of functions; and to develop policy and review legislation.
