Position Summary:

ISI is looking for an experienced construction manager-electrical engineer (CM-EE) with a construction engineering background and expertise in the construction industry to provide owner's representative construction management services to a federal client in the healthcare industry, specifically in healthcare information and technology (IT) infrastructure projects. The CM-EE will support a federal client looking to plan, study, design, and manage ongoing construction projects of various sizes and complexity for electronic health records modernization (EHRM). The position will support government project managers and fellow contractor project managers, who will work as part of a more extensive design/construction program. The ability to lead and work as a team and independently is critical. ISI seeks an individual who communicates clearly, takes initiative, and embraces project ownership. This position may provide mentorship to junior teammates.

Responsibilities:
  • CM-EE is responsible for overall technical quality, cost, and schedule management. To ensure the success of the EHRM project, provide engineering services, interpret and apply building codes, maintain the budget, and manage scheduling.
  • Support the EHRM project by providing decisive construction management direction for business, technical, and project management across multi-disciplinary and diverse functional areas.
  • Quickly understand and master the requirements of the local, state, and federal jurisdictions and their respective requirements regarding the project.
  • Readily understand and assess requirements of construction contract documents, including front-end and technical specifications and drawings.
  • Create, maintain, and update construction administration data in Excel, construction and project software programs, and files to be aggregated and used as metrics and briefing tools for senior leadership.
  • Create daily progress reports and inspection reports.
  • Lead inspection and quality assurance team assigned to projects to ensure timely and effective project oversight.
  • Independently schedules, leads, and participates in weekly and monthly project progress meetings to evaluate schedule progress, identify departures from the accepted baseline schedule, and assess the risk to long-term project and program health. Assesses schedule risk and recommends mitigation strategies.
  • Determines how project(s) will impact the medical center based on results of a risk assessment that could severely impact patient care.
  • Maintain a positive posture in all safety programs and activities.
  • Support the engineering and design efforts related to pre-construction. Support project managers who manage awarded construction projects. Experience in commercial/institutional facilities is required.
  • Support federal government acquisition efforts for both A/E services and Construction projects.
  • Proactively assist the government in conducting site evaluations, field surveys, and site visits to determine constructability and code compliance.
  • Develop draft scopes of work, validate requirements, and participate in pre-bid conferences.
  • Participate in risk analysis walk-throughs and value engineering efforts.
  • Proactively supports the Government's development of technical requirements, scopes of work, cost estimate analysis, and schedules for A/E services, including studies, reports, and drawings review. Provides reviews, analysis, professional opinions, ideas, alternative solutions, and recommendations.
  • Conduct design technical reviews from initial concept to 100% design drawings. Track and maintain the submittal review process.

Minimum Qualifications, Knowledge, Skills, and Abilities:

Required:
  • CM-EE shall have six (6) years of experience practicing electrical engineering in design and construction.
  • Ability to professionally and effectively communicate verbally and in writing with government clients and team members.
  • Ability to produce required work products by applying computer literacy knowledge.
  • Experience reviewing design and construction plans against existing site conditions.
  • Experience resolving unforeseen site and design conditions/problems and proposing cost-effective technical solutions.
  • Ability to determine whether work, materials, equipment, and installed work comply with contract requirements and industry standards.
  • Knowledge of governmental contracting procedures, principles, guidelines, and public law.
  • Must be a U.S. Citizen or Legal Permanent Resident with three (3) or more years of U.S. work experience.
  • Must be able to pass and maintain a Public Trust background investigation.

Preferred:
  • Healthcare facilities environment and IT infrastructure construction projects experience.
  • PE License (any state).

Required Education:

  • The CM-EE shall possess a bachelor's degree in electrical engineering from an ABET-accredited institution of higher learning.
