The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues. The Industry and Security Analysis Group (ISAG) provides analytical and consulting to promote, grow, and protect the U.S. industrial base by delivering critical decision support to national security leaders. Our team informs policy decisions, enables execution of comprehensive strategies, and monitors and reports on the effectiveness of policy implementation to support the U.S. Government's priorities of ensuring a resilient industrial base for strengthening national security. SPA has a near-term need for a Congressional Affairs Coordinator for full-time, onsite support at the Pentagon or the Mark Center in Alexandria, VA. Responsibilities The Congressional Affairs Coordinator will provide support to the CHIPS Coordination Cell (C3). The candidate will support OUSD (A&S) by monitoring, reviewing, and analyzing legislation (including the National Defense Authorization Act and annual appropriations bills), and recommending and coordinating the development of legislative proposals and priorities. The candidate will respond to Congressional inquiries and support OUSD (A&S) and senior DoD leader Congressional engagements, briefings, and hearings. The candidate will manage and track Congressional reports assigned to OUSD (A&S), coordinating intra- and inter-agency reviews and political appointee confirmation efforts. Qualifications Required Qualifications: 7+ years of total experience and 3+ years of experience with Congressional and Legislative issues Proven knowledge of legislative processes and procedures, particularly authorization and appropriation, and analyzing the National Defense Authorization Act (NDAA) Bachelor's degree in a relevant field Active Top Secret clearance with SCI eligibility MS Office proficiency with excellent written and verbal communication skills Desired Qualifications: Master's degree in a related field Familiarity with any of the following: CHIPS Act, U.S. domestic microelectronics technology, and the supply chain Experience working with the congressional Armed Services, Appropriations, Banking, or Small Business committees DoD Major Staff (OSD, Joint Staff, Senior Service Staff) experience Familiarity with enterprise-wide correspondence management systems (CATMS, IQ, Fireside21, etc.) Experience with Congressional Hearings and Reporting Requirements Tracking System (CHARTS)
