CONCRETE TECHNICIAN, SENIOR (STREET) 108 $40,975.00 - 52,243.00 APPLICATION DEADLINE: 5/11/2024 JOB SUMMARY This position supervises crew members and participates in concrete related construction and / or maintenance work in Street Division; assists with or performs the work of subordinates as necessary; and performs related duties as required. The incumbent works within a general outline of work to be performed, and develops work methods and sequences under general supervision. ESSENTIAL JOB FUNCTIONS: Assists in coordinating and supervising the activities of assigned City department or division; Supervises and assists crew members with the completion of concrete related projects, including but not limited to, installation, construction, maintenance, and/or repair work of concrete. Supervises subordinate crewmembers. Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; acting on employee problems; and recommending employee discipline; Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice and assistance as needed; Determines the type and quantity of equipment, materials and supplies needed for assigned projects; orders supplies and materials; Coordinates the use of available equipment for maximum utility and convenience; Coordinates and inspects the work of City work crews and contractors for compliance with applicable policies, procedures, laws, regulations, contracts, permits, and standards of quality and safety; Operates non CDL trucks, and, power and hand tools as necessary; Prepares and maintains accurate and complete work records and reports as required; Assists in coordinating department activities and functions with those of other City divisions, departments and outside agencies as appropriate; Attends staff meetings; Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility; Performs general clerical work as required, which may include but is not limited to copying and filing documents, entering and retrieving computer data, completing forms and reports, etc.; and Performs other related duties as assigned. MINIMUM REQUIREMENTS TO PERFORM WORK: High school diploma or GED; Three (3) years of prior concrete experience in public works, utility, or construction field; Familiarity and experience in working within current standards of the American Disabilities Act (ADA); Valid South Carolina Class "D" Drivers License; May be required to work long hours, nights, and weekends during inclement weather. Knowledge, Skills and Abilities: Knowledge of basic math; Ability to set concrete forms for sidewalks, curb and gutter, and wheelchair ramps to meet current ADA standards, and know how to calculate amount of concrete needed for pour. Knowledge of utility markings, proper traffic control set up; Ability to coordinate or determine time, place or sequence of operations or activities based on analysis of data or information and may implement and report on operations and activities; Ability to supervise or lead others by determining work procedures, assigning duties, maintaining harmonious relations and promoting efficiency; Ability to lead, operate or repair complex machinery or equipment that requires extended training and experience, such as light or heavy construction equipment and trucks, plant equipment, shop equipment, etc. Ability to perform supervisory work involving policy and guidelines, solving both people- and work-related problems; Ability to read technical instructions, procedures, manuals and charts to solve practical problems; Ability to perform clerical, manual or technical tasks requiring a wide range of procedures and requiring intensive understanding of a restricted field or complete familiarity with the functions of a unit or small division of an operating agency; requires normal attention with short periods of concentration for accurate results or occasional exposure to unusual pressure; and Ability to take actions of others, requiring almost constant decisions affecting co-workers, customers, clients or others in the general public; works in a moderately fluid environment with guidelines and rules, but frequent variations from the routine. PHYSICAL DEMANDS: The work is considered medium-to-heavy in nature and involves walking, standing, stooping, lifting, digging, pushing or raising objects and also involves exerting between 20 and 50 pounds of force on a recurring basis and 50 to 100 pounds of force on an occasional basis. The work requires the following physical abilities to perform the essential job functions: climbing, fingering, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, stooping, talking, visual acuity, and walking. WORKING CONDITIONS: Work environment may involve exposure to bright/dim light, dusts and pollen, extreme heat and/or cold, wet or humid conditions, extreme noise levels, animals/wildlife, vibration, fumes and/or noxious odors, traffic, moving machinery, electrical shock, heights, disease/pathogens, toxic/caustic chemicals; and involves critical situations that require major decisions involving people, resources, and property.
