Duties You will serve as a Smart Grid Programmer for utility and energy utilizing buildings, utility systems and associated equipment. You will lead onboarding, configuration management and inclusion/integration of new control systems (CS) into the Smart Grid. You will be responsible for programming building operations systems for HVAC and the utility operations of SCADA systems through the Enterprise Industrial Control Systems (EICS). You will apply appropriate control capabilities for the FEC's control systems, programming sequence of operations for each control system, and planning for outage isolation and utility control in response to cyber-attacks. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. Certification as a Certified Energy Manager (CEM) is desired within 24 months of entering the position. Complete required training on NAVFAC Smart Grid Software suite components within 12 months. The incumbent must be able to work overtime as required. Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Validates all points, signals,
and database elements are properly configured in the Facility Energy Operations Center (FEOC). 2.) Coordinates with the Smart Grid vendor technical support staff as needed 3.) Develops and analyzes alternative operations, configurations and/or designs which utilize various types of equipment in varied physical arrangements. and 4.) Works with Smart Grid Analysts to develop and compare alternate operation to increase energy efficiency and reduce cost for participating installations within the Facility Energy Center (FEC). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
