JOB SUMMARY The position involves performing complex and technical work for environmental, water, sewer, street, and other public works projects and programs ensuring technical competence and compliance with all current codes and criteria. ESSENTIAL JOB FUNCTIONS Reviews local project development plans for compliance with codes, regulations, and standards, adequacy of applications for permits and compliance with approved plans. Coordinates the preparation of, or develops, engineering plans and specifications, coordinates required advertising for bids, reviews construction bids and makes necessary recommendations based on lowest and best bids, competency of vendors and consultants, and the selection criteria. Assists in project management for the construction of the County public works projects. Oversees assigned projects to ensure contractor compliance with time and budget parameters for the project. Assists in preparation of sanitary sewer, water, storm drainage, and street system maps, databases, and comprehensive plans. Maintains the wage determination and prevailing wage library and records. Assures as-built records of projects, and documents necessary changes for the operation and maintenance programs. Responds to public or other inquires relative to technical procedures on specific projects and other information. Maintains regular contact with consulting engineers, construction project engineers, City, County, State and Federal agencies, professional and technical groups and the general public regarding division activities and services. Assists in preparation of the Capital Improvement Program. Assists in the development of pavement management systems. Monitors inter-governmental actions affecting public works operations. Assists in the training of other County personnel in public works design and construction techniques. Performs work at assigned location during specified business hours. Performs related additional duties as required and assigned. Position Civil Project Manager I Position Requirements QUALIFICATIONS Education and Experience: Associate's Degree in related field; Bachelor's Degree preferred. Or equivalent combination of education and experience. Licenses or Certifications: Must possess a valid State Class E Commercial Driver's License or be able to obtain within 6 months. Special Requirements: Many situations may require early morning or late evening hours. Knowledge, Skills and Abilities: Knowledge of civil engineering principles, practices and methods as applicable to a County setting. Knowledge of applicable County policies, laws, and regulations affecting Division activities. Skill in operating the listed tools and equipment. Skill in arriving at cost estimates on complex projects. Ability to communicate effectively technical information, orally and in writing, to contractors developers, property owners, employees, consultants, other governmental agency representatives, County officials and the general public. Ability to conduct necessary engineering research and compile comprehensive reports. Ability to use a personal computer, including work processing, spreadsheet, and data base, graphics, remote communications, Internet, printer, scanner, modem, and computer-aided-design software, standard drafting tools, engineering calculator, motor vehicle, phone, mobile radio. PHYSICAL DEMANDS The work is light and requires exerting up to 20 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The work also requires mental and visual acuity, speaking, balancing, climbing, crawling, crouching, feeling; picking, pinching, typing, or otherwise working primarily with fingers rather than with the whole hand; grasping; picking, holding or otherwise working with the whole hand; hearing, kneeling, pulling, pushing, reaching, repetitive motion, standing, stooping, talking, and walking. WORK ENVIRONMENT The work is performed indoors in an office environment with low to moderate noise level and some outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration.
