Job Description Summary:
Treated Water -
Under general direction of the Civil Engineering Manager, this position provides project engineering, project management, and civil engineering services in support of Treated Water Engineering team. The position develops and implements the capital improvement program for Boulder's water treatment plants and distribution system. This position also facilitates effective public processes, establishing balanced dialogue with partners and community members, anticipating and deescalating conflict, and presenting to city boards and council.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Project Management and Technical Acumen
•  Manages the completion of studies, master planning, and capital improvement projects and programs in coordination with other Utilities work groups, city departments and consultants.
•  Oversees the preparation of planning documents, studies, mapping, engineering drawings, specifications and bid documents.
•  Procures consulting and construction services and manages subsequent contract submittals, invoices, change orders, inspections, etc.
•  Assesses infrastructure condition and implements appropriate replacement and rehabilitation programs for civil infrastructure and especially the treated potable water system. Public Process Facilitation
•  In collaboration with Communications and Engagement staff, manages the public process for projects, including developing and executing appropriate outreach strategies, meeting with community members, and providing opportunities for meaningful and authentic public engagement.
•  Coordinates with internal and external partners and seeks resolution to difficult situations that require tactful persuasion and negotiation skills, while maintaining long-term relationships.
•  Evaluates target audiences and modifies communication style as appropriate to maximize the audience's understanding of project and program needs.
•  May present to City Council, the Water Resources Advisory Board, Planning Board, and other relevant city boards to provide opportunities for input and build support for ongoing efforts. Lead management of studies, master planning, and capital improvement projects and programs:
•  Collaborate and work as a team member with city staff on complex projects.
•  Retain consultant services following city procurement procedures and manage the preparation of planning documents, studies, mapping, engineering drawings, specifications, and bid documents.
•  May manage consultants and contractors to achieve project goals.
•  Using city procedures and best practices of the industry lead engineering projects through construction, restoration, and warranty phases. Lead construction services and manage contract submittals, invoices, change orders, engineering inspections, etc.
•  Identify regulatory triggers for projects and ensures compliance with relevant permitting and review requirements.
•  Support and facilitate development of the short-term (6yr) and long-term (20yr) CIP planning process.
•  Collaborate and work as a team member with city staff on complex projects.
•  Collaborate with other city departments as well as outside agencies such as CDPHE, Boulder County, Mile High Flood District, Army Corps of Engineers, FEMA, and CDOT among others. Management of active construction sites and field inspections:
•  Oversee and manage active capital construction projects.
•  Proactively develop awareness of potential obstacles and conflicts and utilize strong negotiation skills during construction conflict resolution meetings.
•  Perform field inspections and direct City and contracted inspection teams.
•  Proactively identify public and business impacts of construction activities and maintain positive relations with affected parties. Assess infrastructure condition, current conditions and projected future needs and implement appropriate replacement and rehabilitation programs:
•  Coordinate and lead condition assessment programs for utilities assets in collaboration with maintenance staff, review resulting data, and develop prioritized improvement needs and budget implications.
•  May review existing asset datasets and prepare and execute data improvement plans.
•  Lead the collection and analysis of data by City staff, contractors, and consultants.
•  Identify implementation strategies and implement associated construction projects and programs. Other

•  Ability to use computer software including AutoCAD, ArcGIS, MS Outlook, Excel, Access and Word programs and/or computerized asset management systems.
•  Experience actively managing civil construction sites and familiarity with heavy civil construction techniques and equipment.
•  Demonstrated ability to independently lead large, complex capital projects (>$5M).
•  Thorough knowledge of and experience with current engineering principles, practices, procedures; materials, and equipment as they apply to municipal utilities systems and projects including design, construction, administration, inspection, automated drafting, geographic information systems, database manipulation, and land surveying.
