Task Description:

This additional requirement describes the sub-tasks required to provide a full range of support and deliverables for Strategic Planning Support to the Air Force (AF) Civil Engineer (CE) Career Field Teams (CFT) at Joint Base San Antonio - Randolph, TX. The contractor shall function as an integral part of the CE CFT in a telework environment as set forth below. Work described under this sub-task must be performed at Joint Base San Antonio Randolph, TX. Contractors supporting this sub-task will perform work in a telework environment, as appropriate.

Services and deliverables shall be high quality; delivered on time; and shall include scientific, engineering, and technical expertise in strategic planning, management analyses, and data / information support. All support shall be in accordance with the requirements listed below.

Automated Data Processing (ADP) Systems. The Contractor shall possess the expertise and capability to utilize ADP Systems and software such as Microsoft Word, Microsoft Excel, and Power Point as well as Scheduling Software in support of the requirements of this sub-task. The Contractor shall assist in the dissemination of information via schedules and reports. Data Collection / Management. The Contractor shall have the ability to collect, store, transmit, and evaluate documentation on services the AF CE CFT provides to its customers. Thecontractor shall analyze and provide reports of findings. The contractor shall provide basic support and updates to the CE CFT SharePoint/websites.

Design and Production of Visual Media Products. The Contractor shall provide reach-back

technical support as required to assist with briefings, staff papers, and newsletters.

Technical Interchange. The Contractor shall provide properly qualified representatives with the technical expertise to attend Government technical meetings pursuant to the requirements of this sub-task. The contractor shall provide resources to ensure effective meetings with the Functional Advisory Council (FAC) and its subpanels and other organizations, the CE Development Teams (DTs), the Palace Acquire (PAQ), Premier College Intern Program (PCIP), or Pathways Intern Program, and personnel as applicable. The resources required may include audiovisual equipment, Adobe Software (Professional Series), facilitation, and technical presentations.

Project/Site Tracking. The contractor shall maintain databases for specific project tracking. The contractor shall collect the data and compile it into files compatible with AF CE CFT standards.

The contractor shall create training charts and track the progression of PAQ/PCIP/Pathways intern training. The contractor shall track Temporary Duties (TDYs); outplacement target dates; Quarterly/Annual evaluations and promotions; DT status and taskers; and AFPC/DP2Z taskings. Documentation. The contractor shall assist in documenting program files, organizing files and providing administrative support as requested. Conference/Meeting Support. The Contractor shall support the AF at conferences and meetings (virtual and in-person). This shall take the form of meeting setup, facilitation, as well as deliverables (graphics, audiovisual equipment, study materials, invitations, record keeping, etc.).

Meetings/conferences may address a wide variety of topics addressed in this sub-task.

Training Support. The contractor shall assist in the creation of handouts, booklets, training

materials, and updating career field guidelines.

The contractor shall assist in CE strategic planning functions such as: change management inbusine ss redirection and enhancement; business management techniques; identification and deployment of measurement systems; program analysis; planning and development; benchmarking and process migration and in-depth requirements analyses. The contractor shall support efforts to develop, establish, implement, and sustain leading-edge techniques.

The Contractor shall provide specific level of effort support as indicated in the following:

Management Analyst:

Provide support to the CE CFT by processing requests, preparing assessments and questionnaires, and development of templates.

Assists in the training and transitioning of responsibilities within the CE field, including environmental and construction requirements.

Provide support for approximately 15,000 CE field positions.

Develop and maintain a management continuity book.

Provide consultation to CE field personnel on variety of professional development, training, and other customer service issues.

Review and make recommendations on professional qualifications of personnel based on Office

of Personnel Management (OPM) standards.

Serve as primary technical expert and team representative on working group for any employee issues and initiatives.

Data/Information Support Specialist:

Provide data support on the CE SharePoint or similar web sites to include reach-back technical support as needed.

Update information systems.

Provide assistance on information systems.

Perform data input into information repositories, including data support.

Develop instructional briefings and provide technical support.

Maintain and provide customer service support.

Provide data-pulls from information systems.

Author, coordinate, and distribute weekly electronic job announcement and newsletter emails.

Data/Information Analyst:

Provide data/information analysis support.

Research and collect data from information systems and provide reports.

Analyze data, interpret results and provide written summaries in various software programs including Microsoft Power Point, Word, Excel and Access.

Perform gap analysis, forecasts and develop projections Update information systems and utilize data mining and predictive modeling tools and techniques.

Make recommendations for improving handbooks, manuals, training programs and guides to meet Air Force goals and objectives.

Work with CE customers to identify proactive efforts, validate results and track progress of various initiatives.

Prepare highly readable, informative reports for a variety of audiences, including non- technical users.

Develop and conduct briefings on data analysis and recommendations.

Required skills/Level of Experience :

Bachelor s degree, experience with data analytics, leading office admin teams, human capital management, and knowledge of AF CE programs and civilian personnel management such as OPM laws, regulations, and procedures.
