Chief Scientist & Senior Engineer Level III Terminal Kingfisher Systems, Inc. Chief Scientist & Senior Engineer Level III designs satellite communications systems architecture, including software, hardware, communications equipment, facilities, and infrastructure, to support all requirements and provide for present and future cross-functional requirements and interfaces. Establishes system information requirements using the information engineers' analysis of the information in the development of Wideband Satellite Operations Management Systems architecture. Ensures that all SBS and sub-systems are compatible and in compliance with the standards for open systems architectures. Demonstrates in-depth knowledge and proven experience in DSCS and WGS Satellite modem and SBS, and DISA Gateway architecture. Responsibilities Shall schedule and participate in site surveys. The Contractor shall coordinate with vendors, site personnel, and installation teams; develop and deliver in and out briefings to customers and SATCOM site leadership; review and maintain the site survey checklist; and draft, review and distribute site survey reports. Provide project plans outlining the scope, resources needed, and overall planning considerations of an approved implementation effort. These plans should be provided from the perspective of each specific site implementation, usually as a result of a site survey, and must be updated, as needed and prescribed. Implementation Project Plans must include, but are not limited to: Comprehensive Project Scope Comprehensive project performance information Documentation and activity milestone schedules Site prep and installation resource information Site and relevant stakeholder POC information Comprehensive logistics and lifecycle sustainment planning and information Risks, issues and recommendations for mitigation Analysis of Courses of Action (COA) and recommended COA Provide systems engineering for earth terminal systems System engineering activities include, but are not limited to: Providing systems engineering expertise required to upgrade and modernize deployed DoD terminals Providing expert technical and engineering support for the development and maintenance of MIL-STDs related to wideband enterprise SATCOM and HEMP protection of STS Developing and maintaining earth terminal and affiliated equipment acceptance test plans Assist development and implementation of spectrum supportability requirements for satellite terminal and modem equipment. Preparing and submitting spectrum management data, frequency requests, and host nation approval requests Preparing, submitting, and maintaining spectrum certification data (i.e., DD Form 1494 data) in the Equipment Spectrum Certification system hosted by the Army Spectrum Management Office (ASMO) Coordinating spectrum issues with ASMO and Combatant Command spectrum coordinators, as required, to support SATCOM equipment fielding and modernizations Shall develop and maintain a systems engineering plan for satellite STS for implementation within STS. The Contractor shall also develop and maintain a CM plan for satellite ETS for implementation within STS. This task requires a Secret clearance. Shall perform operational gap analysis of communications satellite earth terminals. Gap analysis activities include, but are not limited to: Identifying potential performance gaps between current systems and existing or emerging performance requirements Providing white paper reports making recommendations for remediation of operational gaps, as requested by the Government Conducting earth terminal equipment obsolescence studies and identifying obsolete earth terminal equipment, systems, and sub-systems (e.g., items which are, or soon will be, no longer supported by the manufacturer) Providing obsolescence reports, as requested by the Government Required Qualifications Possess in-depth knowledge and proven experience in: Designing satellite communications systems architecture, to include software, hardware, communications equipment, facilities and infrastructure, to support all requirements and provide for present and future cross-functional requirements and interfaces Establishing system information requirements using the information engineers' analysis in the development of Wideband Satellite Operations Management Systems architecture, and ensuring that all SBS and sub-systems are compatible and in compliance with the standards for open systems architectures DSCS, WGS Satellite modem and DISA Gateway architecture. Required Certifications: Possess a professional engineering (PE) license IAT Level II ' Security+ Preferred Years of Experience: Extensive knowledge of, and a minimum of twenty (20) years' experience with, the design of earth terminal buildings, facilities and infrastructure Degree Requirement: Master's Degree or PhD in Engineering or Computer Science Minimum Clearance Requirement: Active Secret Clearance Travel Up to 10% OCONUS/CONUS U.S. Citizenship: Required Kingfisher Systems, Inc. is an Equal Opportunity Employer.
