CHIEF PERFORMANCE OFFICER

The Baltimore City Mayor's Office is seeking a dynamic, results-driven, tech-savvy leader to serve as the Executive Director of the Mayor's Office of Performance and Innovation.

Position Overview: Reporting to the Chief Administrative Officer (CAO), the Chief Performance Officer (CPO) will lead the City's performance improvement initiatives by collaborating with leaders to advance the city's performance management strategy, leveraging data to drive decision-making, and identifying opportunities for improvement.

The CPO provides strategic vision, leadership, and direction that enables the Administration to understand and communicate enterprise-wide outcomes achieved, the impact of core strategies, and implications for continued improvements over time. The CPO plays a vital function by providing data to help inform improvements, progress, and good governance for senior executives, developing systems and tools (dashboards, trackers, storyboards, etc.) to track progress towards Administration goals and providing the analysis that enables senior executives to have a deeper understanding of the current state, to challenge current assumptions, and to activate reflective dialogue and innovative thinking that move efforts positively forward.

Essential Duties and Responsibilities

Responsibilities:

  • Lead the City of Baltimore's performance management program which includes developing and monitoring agency performance plans, developing agency performance metrics and managing the CitiStat program.
  • Develop a performance management strategy that leverages city data for better alignment of city resources (human, financial, capital, strategic), outcomes, decision-making, departmental collaboration.
  • Partner with city agencies to develop and implement systems to track departmental performance.
  • Develop an annual performance report for review by the Administration and City Council.
  • Promote a data-driven decision-making culture across city government by promoting the use of dashboard, expansion of data sets and other tools.
  • Collaborate with city leaders, external partners, and staff to organically evolve and implement a city performance management system and plan.
  • Ensure broad organizational understanding of the adopted comprehensive performance strategy and modern data methods.
  • Engage with the executive work teams to align department work plans with enterprise-wide strategic priorities.
  • Facilitate the development of processes and tools for building, tracking, and reporting on departmental and enterprise-wide performance efforts.

Required Knowledge, Skills and Abilities:

  • Work in close collaboration with the Department of Budget and Management to define the strategic planning process statewide.
  • Ability to simplify information and concepts, to formulate recommendations, and to communicate with all levels of management and workforce to achieve objectives.
  • Knowledge of the principles, practices, and procedures of government administration.
  • Ability to lead a team and manage agency personnel.
  • Ability to present recommendations clearly and concisely.
  • Ability to exercise judgment and discretion in applying and interpreting departmental policies, laws, rules, regulations, and procedures.
  • Ability to develop and implement program procedures.
  • Ability to speak and write effectively.
  • Ability to maintain confidentiality of sensitive information.
  • Ability to communicate effectively with co-workers, staff of other agencies and the public.
  • Coordinate a regular review process that allows for reporting on performance management and service delivery efforts and prioritizes opportunities for continuous improvement.

Residency + Financial Disclosure:

This position is required to complete an Affidavit for Political Appointees and Public Officials as part of the City's Residency Requirement. You will also be required to complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law.
