Duties For additional information on direct hire opportunities with the Air Force please click here . Exercises supervisory personnel management responsibilities at least 25% of the time. Plans, organizes and oversees the activities of the Manpower and Personnel Directorate. Represents the Personnel Directorate with a variety of installation and functional area organizations. Provides Management Advisory Services and serves as a confidential advisor to the Commander for all matters related to personnel and manpower. Establishes, defines and implements requirements for personnel and manpower programs. Plans work to be accomplished by subordinates, sets, and adjusts short/long-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates. Plans, organizes, and oversees the activities of the Manpower and Personnel Wing Staff Agency (WSA). Develops goals and objectives that integrate organization, manpower and personnel objectives. Represents the Personnel WSA with a variety of installation and functional area organizations. Acts as the Complex Commander's senior advisor and authority for Manpower, Military Personnel, Civilian Personnel, and Education and Training. Establishes, develops, and maintains effective working relationships with other installation organizations, senior leadership, Squadron commanders, and representatives from other military services, Department of Defense (DoD) agencies, and related civilian organizations regarding services provided. Provides Management Advisory Services and serves as a confidential advisor to the Commander for all matters related to personnel, force development, and manpower. Provides expert advice to the Commander, key managers, and supervisors on the full range of human resource management which includes requirements, accessions, development, sustainment, and separations. Establishes, defines, and implements requirements for personnel, and manpower programs. Ensures operations are in line with regulatory and fiscal requirements, support goals, and mission requirements. Requirements Conditions of Employment U.S. Citizenship Required If authorized, PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement. Random drug testing may be required depending upon the position being filled. Supervisory requirements, like a one year probationary period, may be required depending upon the position being filled. Relocation costs or other incentives may be available and considered by the organization. Up to 20% telework possible (must reside in the local area) Up to 25% Travel possible; Subject to Temporary Duty Assignment (TDY): 15 days per year Work may occasionally require travel away from the normal duty station; May be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall. This position involves 51% or more of time in direct support of an acquisition position(s), or program(s). SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience must include expert experience with Manpower, Personnel, and Services functions, operations, policies, procedures, and practices of HR specialist work; experience supporting, advising, planning and adjusting work operations for leaders and senior management on human resource issues. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of human resources and force management principles, concepts, laws, rules, and regulations governing federal civilian personnel management, safety, security, and EEO. 2. Knowledge of manpower and organizational principles, practices, and requirements; substantive nature of federal programs, activities, mission, policies, and objectives; management principles and processes; and analytical and evaluative methods and techniques; financial, budget, resource management practices and principles. 3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 5. Ability to communicate both orally and in writing. 6. Skill in gathering, assembling, and analyzing data/facts, developing conclusions, identifying trends, developing alternatives/solutions, and making recommendations to resolve problems. Position specific skills and experience desired in a potential candidate: Bachelor's degree in business (Human Resource Management or related emphasis) desired Minimum of 4 years' experience in Human Resources, Manpower, or Military Personnel desired Proficient understanding of Public Administration laws and guidance desired Additional information NO 6-MONTH WAIT.
