Position: Chief Deputy

Department: Penn Township Assessor

Location: Mishawaka, Indiana

Status: Full Time

Salary: Pay based on experience and ability to complete job requirements.

Description:

Incumbent serves as Chief Deputy for Penn Township Assessor, responsible for administrative support to the Penn Township Assessor.


Qualifications:

Chief Deputy/Level III and/or equivalent management experience.


Essential Functions:

Performs duties of Penn Township Assessor in their absence.

Supervises and directs assigned staff, including establishing specific work goals or quantitative and qualitative standards, keeping supervisor, and assigned staff informed of organization developments, and communicating and administering personnel programs and procedures.

Monitors Department budget, including managing expenses, maintaining records, and ensuring cost effective operations.

Prepares and processes payroll, including maintaining accurate payroll records.

Splits and consolidations land parcels, including verifying and researching acreage and legal descriptions and updating property records.

Performs cyclical reassessments, including reviewing and researching information, identifying discrepancies in exterior and interior characteristics, completing data entry, and updating records.

Orders office supplies as needed.

Performs various office duties as assigned by Penn Township Assessor.

Prepares various reports and maintains accurate records and files.

Attends training, continuing education, and conferences, as required.

Ability of complete 30 hours of continuing education every two years.

Ability to meet all hiring requirements, including passage of a drug test.

Practical knowledge of Department policies and procedures, and applicable local and state rules and regulations, with the ability to apply such knowledge to a variety of interrelated processes, tasks, and operations related to property assessments.

Practical knowledge of accounting principles and procedures with ability to monitor budget and prepare payroll.

Working knowledge of standard filing systems and ability to create and maintain accurate and organized files and records.

Working knowledge and experience with standard office procedures and computer software and systems used by the Department, including word processing, spreadsheets, and email.

Working knowledge of standard English grammar, spelling, and punctuation and ability to prepare documents and reports as required.

Ability to properly operate various office equipment, including computer, calculator, fax machine, scanner, copier, and telephone.

Ability to file, post, and mail materials, copy data from one document to another, and interview to obtain information.

Ability to plan and layout assigned work projects.

Ability to read and interpret detailed prints, sketches, maps, and property descriptions.

Ability to effectively communicate orally and in writing co-workers, other County departments, vendors, contractors, builders, real estate agents, property owners, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

Ability to provide public access to, or maintain confidentiality of, Department information and records according to state requirements.

Shall comply with employer and Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.,

Ability to understand, memorize, retain, and carry out written and oral instructions and present findings in oral or written form.

Ability to compile, collate, or classify data, analyze, evaluate, observe, diagnose, investigate, coordinate, place, make determinations, and act based on data analysis.

Ability to compare or observe similarities and differences between data, people, or things.

Ability to count, compute, and perform arithmetic operations.

Ability to apply knowledge of people and locations.

Ability to work alone with minimum supervision and with others in a team environment, and work on several tasks at the same time, often under time pressure.

Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.

Ability to occasionally work extended hours and travel out of town for continuing education, sometimes overnight.

Possession of a valid driver's license and demonstrated safe driving record.



Difficulty of Work:

Incumbent's duties are complex in nature, involving many variables and considerations. Majority of time is spent processing reassessments and directing personnel. Incumbent exercises independent judgment in reviewing appeals and selecting appropriate guidelines and instructions to apply specific tasks and ensuring compliance with Indiana Code.


Responsibility:

Incumbent performs duties with indirect or occasional supervision and with priorities primarily determined by seasonal deadlines and service needs of the public. Assignments are guided by definite objectives using a variety of methods or procedures. Incumbent plans and arranges own work and only refer to supervisor for unusual matters. Decisions are always determined by specific instruction or existing well-established policies and procedures. Errors in work are usually detected or prevented through notification from other departments, companies, agencies and/or public. Undetected errors could result in loss of time to correct error, work delays in other departments/agencies, inconvenience to other agencies or the public, and loss money to other agencies or the public.


Personal Work Relationships:

Incumbent maintains frequent contact with co-workers, other County departments, vendors, contractors, builders, real estate agents, property owners, and the public for the purpose of giving and receiving information and supervising and directing personnel.

Incumbent reports directly to Penn Township Assessor.


Physical Effort and Work Environment:

Incumbent performs duties in a standard office environment involving sitting/walking at will, sitting for long periods, lifting/carrying objects weighing up to 25 pounds, keyboarding, speaking clearly, and hearing sounds/communication.


Other:

The Chief Deputy position is a politically appointed position. Specific job duties and job requirements are established at the discretion of the Penn Township Assessor. The Chief Deputy position performs the duties of the Penn Township Assessor in their absence. A person appointed to the Chief Deputy position serves at the pleasure of the Penn Township Assessor, works exclusively for the Penn Township Assessor, and may be terminated by the Penn Township Assessor at any time.
