Hour Per Week: 40 Rate of Pay: $1,734.53/Week - $2,341.63/Week Status: Accepting Applications Apply Now Job Summary The Chief Building Official & Health Officer administers the Building Code and Health Code and directs the permitting, and inspection of all construction within the City of Lebanon, to ensure compliance with adopted codes and ordinances. The Chief Building Official & Health Officer enforces City Building Code, Zoning Ordinance, and Health Code regulations. Incumbent develops policies and procedures and supervises assigned staff. The Chief Building Official & Health Officer ensures all permit issuance, inspection, plan examination, documentation and enforcement are performed in conformance to adopted construction codes and the City's administrative policies, including the utilization of technology in a paperless environment. Knowledge Skills and Abilities An employee in this class must have the following knowledge, skills, and abilities upon application: Knowledge of: All applicable Federal, State and City codes, rules, and regulations, including the Building Code, Health Code, and the Zoning Ordinance of the City of Lebanon. Plan review software such as Bluebeam. Electronic permit management software such as OpenGov. Archive products such as Laserfiche, and accounting programs such as BS&A. The evolution and adoption of innovative AI supported solutions. Complex construction codes and related State and local regulations; structural principals; and construction practices, including building, plumbing, mechanical, electrical, energy, resource conservation, ventilation, accessibility, excavation and grading and fire suppression. Skills in: Management, including skills in leadership and supervision, training and development of subordinate personnel, problem analysis and decision making, planning and organizing, interpersonal sensitivity, management control, and time management. Excellent written and oral communications skills for working with diverse sets of personnel, public officials, and citizens. Use of Microsoft Enterprise. Ability to: Conduct thorough field inspections of all forms of building construction with an emphasis on hospital, heavy commercial and industrial construction inspection. Communicate effectively with others, both orally and in writing, using both technical and non-technical language. Establish and maintain exceptional and positive working relationships with the public, contractors and design services community. Understand and follow oral and/or written policies, procedures, and instructions. Prepare and present accurate and reliable reports containing findings and recommendations. An employee in this position may be called upon to do any, or all, of the following essential duties: Ensures residential and commercial buildings and other structures within the City are permitted and inspected to conform to the various uniform/model and construction and building code requirements. Plans, directs, coordinates, and reviews the work assignments of assigned staff; assesses and monitors workload; identifies and resolves problems. Interprets construction, building, and health codes. Renders advice, judgments and decisions to staff, developers, builders, and the general public. Provides information to the public on the nature, requirements, and purposes of codes within his or her purview. Directs all on-site field inspections of buildings and sites under development during all phases of construction, to monitor for compliance with building codes and regulations, and approved plans, and shall perform such inspections as needed. Shall ensure that all inspections are performed thoroughly and competently. Responsible for resolving unusual or difficult situations regarding inspections and approvals encountered by inspectors and other employees. Directs all structural and non-structural building plan reviews and performs such as needed on all proposed residential, commercial, and public building and development projects to ensure compliance with construction and building code requirements, state laws and municipal ordinances. Approves or disapproves plans, alterations and changes. Under the direction of the Planning & Development Director, develops and administers effective building permit application administration and documentation policies and procedures. Develops and maintains local modifications to state-mandated building codes; prepares adopting ordinances. Investigates, responds, and resolves citizen complaints and referrals from other agencies. Delegates responsibility and authority to assigned personnel as appropriate. Monitors daily work activities to assure the timely and accurate completion of assigned responsibilities. Supervises staff and evaluates work. Assigns and prioritizes work assignments, conducts performance appraisals, and recommends disciplinary actions. Develops, oversees, and implements a continuing education and certificate program for city inspectors to remain up to date with code changes as adopted at the International, State and local levels. Participates in preparing and implementing the City's Strategic Plan. Prepares and recommends objectives, methodologies, and associated schedules. May participate in Planning and Development Department and/or Permit Center long range, strategic planning activities. Prepares and recommends objectives, methodologies, and associated schedules. Oversees and innovates software solutions for the building department process from permit intake, review, inspection, completion, and archive in a paperless all electronic workplaces. Manage and oversee the electronic and software ecosystem for the building office including OpenGov, Bluebeam, Microsoft suite, Laserfiche and BS&A software tools. Help the department adopt and innovate new software solutions for AI plan review. Be the key departmental leader in harmonizing process with innovative software solutions. Develops, implements, and completes special projects to promote efficiencies in building permit review process. Reviews all building permit applications for the conformance with applicable building codes and regulations, including the Zoning Ordinance, and is responsible for the issuance of building permits including review of zoning ordinance compliance, in consultation with the Zoning Administrator, as needed. Facilitates and authorizes the issuance of temporary and final Certificates of Occupancy. Enforces all applicable City building, zoning, and health codes: Inspects and investigates potential violations of city codes and other laws which have been reported to determine if a violation has occurred. Proactively patrols and surveys locations for code violations during the course of duties. Researches land ownership records, permitting records and past or current code violations. Prepares a descriptive summary report on conditions and findings regarding each case investigation to document potential violations for case preparation. Prepares notices of violation to be sent or served directly upon violators after inspection; communicates with alleged violators regarding findings, the process they will be involved in, and the resolution of the violation. Re-inspects violations for compliance, issues citations and notices to appear, and prepares reports as necessary. Appears in court or other judicial proceedings to submit evidence and case summaries for the enforcement/prosecution of criminal infractions of codes, ordinances and/or laws. Works in compliance with other departments that are engaged in code compliance tasks. Maintains communications for establishing coordination with other departments/agencies relevant to code enforcement activities. Cites deficiencies and re-inspects to make sure corrections have been made. Reviews preliminary or schematic plans with architects, engineers, contractors, and the general public, for conceptual analysis and direction. Functions as the City's lead official in addressing public health issues, by overseeing inspections, and investigating complaints. Assists other Departments in the City to ensure compliance with regulations. Oversees the maintenance of all of the Division's records and performs audits to ensure compliance. Responds to after-hours emergencies, as required. Performs other related duties, as assigned.
