Capture Manager leads the cross functional effort of pursuing and capturing new contract opportunities, either as prime or sub-contractor.
Plans capture activities prior to RFP release
Provides insights and data to business development team for the purpose of shaping the bid to a competitive advantage
Leads opportunities from early stage qualification, through capture and proposal, to final award
The Capture Manager leads the effort to build winning RFP responses that meet the organization's financial objectives through steps that include, but will not be limited to:
Leads cross functional proposal team in organizing and facilitating proposal kickoffs, meetings, review sessions
Develop and communicate win themes and mitigatory which makes up the sales themes of the bid
Analyze the RFPs and Statements of Work to identify and track all bid requirements to ensure all submission requirements are met.
With the cross functional team, identify potential competitors and analyze advantages and risks. Work with team to develop and document mitigating strategies for the risks.
Develop teaming strategies to meet the RFP requirements and to mitigate risks
Work with the internal team members to identify and pursue possible team partners. Lead the development of the actual RFP response and all supporting documents.
Work with the operations team and lead the development of the base operating costs to perform the scope of work
Highlight and take the necessary actions in the case of any potential conflicts of interest (COI)
Lead the development of a competitive pricing structure and response.
Perform project management functions to ensure that proposals are submitted ahead of the corresponding deadlines
Perform budget analysis - understanding organization pricing structure and alignment with market rates.
Review US and Ally acquisition boards for information on upcoming RFPs and RFIs. Evaluate opportunities for organizational fit.
Maintain a viable pipeline of opportunities aligned with current and projected company NAICS, size standards, certifications, and past performance qualifications
Work with the internal team to identify new government-wide IDIQ and task-oriented contract vehicles that could be used to source opportunities.
Comply with all Government and corporate policy, procedures, and guidelines Qualifications Qualifications for a job description may include education, certification, and experience. At least eight (8) years of relevant working experience with demonstrated experience in finding, developing and winning large government contracts.
BA or MBA in Business, Marketing, or applicable Engineering disciplines
Must be a US Citizen with ability to hold a US Secret security clearance
APMP certification or similar preferable. Skills and Experience Desired skills for capture and proposal manager include: Excellent written and oral communication skills
Knowledge of Federal Acquisition Regulations based competitive procurements
Familiarity with the government proposal and procurement process, FAR and FAR supplements, contract types and industry proposal development techniques for complex government RFPs
Knowledge of government contracting with excellent leadership and collaboration skills
Ability to develop and implement capture plans
Experience as a Proposal Writer/Manager
Motivational leadership skills, team building and networking skills desired
Persistence and ability to multi-task & manage strategic shifts in a highly competitive and rapidly changing environment
Ability to perform decision making under uncertainty
Must be able to establish rapport and be a trusted advisor to IT Professionals, Technical Decision Makers, Business Decision Makers, and Executives
Experience with Project Management, systems or business analysis, solution architecture, go-to-market strategy
