Northrop Grumman Defense Systems sector (NGDS) is seeking a Capture Manager 2 to manage and guide domestic or international growth markets. The selected candidate will join our growing team of diverse professionals in McLean, Virginia, however, the position could also be worked from our sector hubs in Huntsville, Alabama, Newport News, Virginia, or Linthicum, Maryland. This leadership position is critical for the growth of the division, driving the Business Unit's long-term growth in the domestic and international markets. The selected candidate will work closely with the Business Unit's leadership team and other industry and government partners to run all aspects of the assigned pursuits. The successful candidate will be a self-starter with experience in captures / proposals that will lead an overall capture effort, including investment strategy, supplier and contract partnerships, technical development, and customer relationships and alignment of priorities. The Capture Manager will be adept at quickly understanding what is required to win, developing compelling value propositions, and preparing strong business cases to leadership. Will develop capture strategy including business solution for pursuit of opportunities; identifies potential customers, competitive assessments, teaming suppliers, and prices-to-win; participates in bid and proposal activities. Maintains on-going interaction with marketing. Primary Roles and Responsibilities:
Manages capture activities to create strong avenues of growth for the Business Unit
Creates / shapes and prioritize new business opportunities to achieve the growth goals of the division
Maintains strong customer relationship management and development; Customer acquisition approach analysis and shaping; Government Relations collaboration on engagement strategies and execution
Develops capture strategy and tactics to produce capture products such as competitive assessments, teaming strategies, and solution-to-win analysis results applied to improve competitive posture
Develops relationships with teaming partners and industry associations to help drive partnerships
Plans and conducts risk management and leads project performance addressing cost, schedule, and technical quality for large system development type contracts
Executes proposal development including managing process, writing proposal responses, and developing pricing to deliver compelling and compliant proposals
Determines organizational objectives, and interprets company policies
Submits completed work for review from a relatively long-term perspective, for desired results
Leverages advanced knowledge of techniques, practices or theories gained through wide seasoning and/or special development (typically a broad functional knowledge within disciplines)
Makes decisions under conditions of uncertainty or where little precedent exists
Typically integrates input from multiple sources and which may affect an entire division
Ensures that overall budgets, schedules, and performance standards are met
Develops and manages investment capture project funds, schedule, and execution
Represents the organizational unit as prime internal and external contact on contracts or operations
Conducts briefings and technical meetings for top management and customer representatives
Interacts with equivalent-level managers concerning matters of significance to the company
Represents the functional/business unit or program as internal & external contact on contracts or operations; has regular interaction with director & VP-level customer management; has influence over customer perceptions/opinions.Basic Qualifications
One of the following:
High school diploma or GED with a minimum of 14 years of U.S. Department of Defense (DoD) business, programs, acquisition process, or operational experience
Bachelor's degree with a minimum of 10 years of DoD business, programs, acquisition process, or operational experience
Master's degree with a minimum of 8 years of DoD business, programs, acquisition process, or operational experience
Strong domestic experience in strategy, capture, or program management
Knowledge of DoD acquisition policies and processes
Strong interpersonal skills that ensure collaborative and trusting relationships with the team, peers, customers, and leadership
Strong communication skills and the ability to develop and deliver executive level presentations
Must be able to travel as needed (up to 50% of the time)
Active DoD Secret security clearance
Must be able to work on-site in one of the following locations:
Huntsville, Alabama
McLean, Virginia
Linthicum, Maryland
Newport News, VirginiaPreferred Qualifications:
Bachelor's degree in a Science, Technology, Engineering, or Mathematics (STEM) field with strong technical expertise
Knowledge and understanding of the U.S. Government's competitive acquisition process including federal procurement regulations (FAR/DFAR)
Experience transitioning technologies from TRL 3 - 6 to Programs of Record
Exposure to or experience in the following technology domains:
Command and Control (C2) & Battle Management
Modeling and Simulation
Communications and networking
Multi-Level Security and Data Management
Joint All Domain Command and Control (JADC2) concepts
Active DoD Top Secret / Sensitive Compartmented Information (TS/SCI) security clearance
Experience with Foreign Military Sales (FMS) and Direct Commercial Sales (DCS)Salary Range: $138,100 - $227,900 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
