Summary King County's Facilities Management Division (FMD) has an exciting opportunity for a Capital Project Manager II. This position will be part of the Capital Projects Section (CPS) which is comprised of capital project managers and support staff. CPS manages the development, design, and implementation of a wide variety of complex capital improvement projects and an extensive major maintenance program. The responsibilities of this classification include performing a broad scope of fully proficient journey-level architectural and/or engineering design, construction management and project management. This position will play a key role in supporting interdepartmental Capital Projects Requests. Click here to complete a microlearning about King County's commitment to Equity & Social Justice. Job Duties In this position you may: Review and/or prepare designs for assigned work unit. Prepare plans, specifications, estimates or scope of work for public bidding, request for proposal process and/or internal use. Coordinate the work of survey crews or construction inspection staff by determining and reviewing work assignments. Review contract plans and provisions; oversee the work of contractors daily and monitor work progress; take corrective action for non-compliance with contract requirements. Plan and implement monitoring programs. Prepare operations and maintenance documents and manuals. Investigate and troubleshoot system failures and problems and recommend resolution. Assist, participate in and make recommendations in the negotiation of contracts and change orders. Conduct bid or qualification process. Administer construction and consultant contracts. Prepare environmental documents and secure environmental permits. Perform field investigations for assigned projects to determine if permits are needed and/or to determine the extent of the environmental review. Research, organize and assess technical information. Coordinate and oversee the review and preparation of technical environmental documents to assess impacts. Coordinate the integration of environmental specifications into plans. Develop, implement or administer project scope of work, the schedule, and budget and contract requirements; execute plans for the design, procurement and construction phases of assigned projects. Research and develop technical specifications for new or unique products. Provide Quality Assurance/ Quality Control (QA/QC) as required; analyze and evaluate results. Interpret and evaluate codes and regulations; research and provide testimony. Procure permits, review construction plans and approve plans changes. Coordinate permitting process with other agencies. Direct the investigation of system failures and problems. Design improvements to resolve systems failures and improve functionality. Develop and administer design-related systems/programs and supervise the production of drawings. Provide technical quality assurance review of drawings and specifications. Perform complex calculations. Perform other duties as assigned. Experience, Qualifications, Knowledge, Skills QUALIFIED CANDIDATES WILL HAVE: Knowledge of planning techniques and principles Knowledge of project management techniques and principles Knowledge of contract administration techniques and principles Knowledge of budgeting techniques and principles Knowledge of scheduling techniques Advanced knowledge of construction management techniques Planning skills Facilitation skills Decision-making skills Analytical skills Skill in working with diverse individuals and customers and maintaining effective relationships Skill in responding to frequently changing work responsibilities Skill in handling politically sensitive issues Excellent written and verbal communication skills including effective use of email, memos, letters, presentations, briefings, etc. Experience in managing capital projects or tasks within established timeframes and costs. Knowledge of software programs such as Microsoft Project (or other project scheduling and management tools), Windows, Excel, Outlook, and PowerPoint OUR IDEAL CANDIDATE WILL HAVE: 3-5 years of relevant experience including but not limited to facilities, maintenance management, planning and/or project management in the facilities/building arena. The ability to prioritize communication, stay organize, learn and acclimate quickly, manage bureaucratic work-related relationships. Be able to showcase the competency and skill to problem solve and work independently and efficiently. NECESSARY SPECIAL REQUIREMENTS: Valid Washington State Driver's License or the ability to obtain timely transportation to remote work locations with limited or no public transportation. Prior to an offer of employment, the successful candidate must successfully pass a fingerprint-based criminal background investigation and reference checks. The selected candidate must complete an annual Financial Disclosure Statement, in accordance with the King County Code of Ethics, upon beginning employment. Supplemental Information TELECOMMUTE REQUIREMENT: The work associated with this position will be performed onsite and remotely as necessary or requested by management. The normal workweek is 40 hours, Monday-Friday and may vary dependent on staff schedules and operational needs. King County has a robust collection of tools and resources to support working remotely. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will also be meetings and/or situations where the employee is required to report to a County worksite.
