Job Description: Under the supervision of the Director of Capital Construction, this position shall be responsible for the maintenance of the capital projects office accounting and contracts, including but not limited to, the following functions: Administration: Communicating professionally and effectively with a variety of stakeholders Maintaining an accurate record keeping system Documenting all project specific communications Preparing and scheduling meeting agendas and documents and recording meeting minutes Preparing, reviewing, and negotiating contracts Liaise on behalf of the capital projects team with other administrative offices to ensure effective interdepartmental cooperation Maintaining and updating all policies and procedural manuals Ensuring compliance with state requirements and upholding SUNY standards as well as department of labor and other governing entities Administering multiple contracts concurrently Prepares reports and correspondence associated with construction projects. Procurement and Finance: Managing all financial aspects of the office including but not limited to Purchase orders (PO), purchase requests (PR), reimbursements, invoicing, etc. Budgeting and forecasting of projects and operational budgets Processing of owner direct purchases Ensuring accurate, timely, and consistent processing of accounts payable, billing, and accounts reconciliation Developing and maintaining comprehensive up-to-date written procedures for the management and administration of CAC Projects including procurement and contracting, field orders and change orders, project payments, project monitoring, and project closeout. Evaluating ongoing projects financial health sheets Conducting continual reviews of campus administered capital projects financial accounts and ensure payments are charged to the correct project and account. Construction Support: Ensuring construction contracts are performed according to SUNY and SUCF policies and procedures governing construction. Preparing and administering sealed bid packages Managing bid openings and ensure procedural step are followed to prevent potential disputes Establishing selection committees and managing meeting times/frequency to keep selections and procurements on schedule Ensuring MBWE Utilization programs are followed and comply with MWBE goals set by the Chamber (or campus where appropriate) while requesting any necessary waivers after evaluating the availability of MWBE firms with a particular trade. Responsible for the appropriate advertisements associated with publicly bid projects or procurements Establishing and maintaining term contracts for consulting, design, and construction The capital construction office administrator will report directly to the director of capital projects and construction and shall perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods or otherwise to balance the workload. PM18 Requirements: Required Qualifications: Bachelor's Degree from an accredited college or university with studies in administrative management or related field or 6 years of progressively responsible experience in office construction administration, procurement, or budgeting. Preferred Qualifications Ability to analyze and interpret documents such as safety rules, construction documents, operating and maintenance instructions, and procedure manuals. Ability to effectively present information and respond to questions from various stakeholders Ability to identify and solve problems with autonomously Ability to manage and organize multiple projects of varying sizes. Ability to work within a fast-paced environment with accuracy and attention to detail Knowledge of the design and construction process Strong time management, organizational, and communication skills Ability to write reports, business correspondence, and procedure manuals Experience using budget and procurement software Additional Information: The starting salary for this position is $53,151 and is commensurate with qualifications and experience.
