Job Description: Seeking qualified candidates to assist in the modernization of the Automated Maritime System (AMS) that produces authoritative data products used throughout the Defense and Intelligence Communities. We provide Solution Architecture and Product Management services in the form of modernization architecture, requirements, customer-centric processes, technology, and people integration (user experience), plans development, and reinforcing customer engagement. The focus of this effort is to facilitate AMS becoming cloud native, data-centric, aligned, and effective in supporting users as they deliver their naval fleet and intelligence mission objectives. Job Description: Looking for a talented and motivated Business Process Engineer with modernization experience in both on-premise and cloud environments who is passionate about optimizing technology to better support the users delivering the Intelligence mission. This individual will work as part of a product management team guiding the agile software development team to translate operational needs into technical and data specifications, that are then transformed into a refactored cloud-native, data-centric, AMS. The objective is to provide maritime and intelligence mission users the Marine Domain Awareness information and reporting seamlessly to meet mission objectives. A successful applicant will be someone who has the experience and knowledge to capture user and operational requirements, drive that into data-centric requirements and streamlined user experiences, and develop and guide the plan for realized modernization. You will be responsible for determining the application requirements needed to enhance the experience of our customers. You will act as a liaison between functional/technical stakeholders and you will lead the analysis and planning to enable AMS customer-facing applications and processes to be improved to meet current and future intelligence needs. Usher feature development from inception through release as well as provide production support. This includes creating project charters, drafting and socializing story maps, detailing technical specifications, refining UI/UX requirements, and crafting application roll-out strategies to ensure seamless releases. Be able to operate across multiple projects simultaneously and perform a variety of tasks, from addressing product modernization to soliciting functional requirements from business stakeholders. Proactively identify and solve conflicting requirements across teams. Be able to answer questions, provide details, address changes to requirements, and facilitate dialog across teams. Independently perform functional analysis for new modernization requirements, as well as document functional and system requirements and solution designs. Facilitate meetings, manage and guide conversations with differing opinions, and communicate clearly and effectively with a variety of audiences. Be a key contributor to the software development lifecycle, including ensuring that project deliverables meet or exceed ONI's policies, procedures, and standards. Qualifications: Extensive experience with business analysis (5+ years). Demonstrated success leading development teams within an agile framework, with experience tracking and removing impediments. Experience with working in a fast-paced software development environment leveraging continuous delivery, infrastructure as code, and automated testing. Exceptional written and oral communication skills sufficient to communicate effectively with nontechnical and technical business clients and teams. Ability to independently define requirements, acceptance criteria, and functional designs for secure, data-centric systems. Experience working with user flows, functional wireframes, storyboards, mockups, prototypes, user personas, scenarios, and other UX deliverables. Excellent analytical and problem-solving skills. Experience working in a production support environment, particularly one with rapid response requirements. Experience working/engaging with the naval fleet and/or Maritime Intelligence Environment. Bachelor's degree in computer science, engineering, finance, or business, or equivalent experience in software production or programming. TS/SCI Clearance required. DoD IAT Level II Certification (per DoD 8570.01).
