OVERVIEW:

The Kentucky Department of Revenue s Division of Information Management is seeking to hire a contract Business Analyst to join the IT system development and implementation efforts. The successful candidate will assist in all project phases from initiation to close out including the management of change requests/risks/issues, defect reporting and management, reporting of project status, activity monitoring, and proactive communication with the business area and management team. The Business Analyst works to ensure methodology compliance and adherence to established policies and procedures. The candidate will work with project managers, developers, Department Managers, and other business analysts as the division delivers applications and business processes to the business areas in the Department of Revenue.

The work location is Kentucky State Office Building in Frankfort, KY. The candidate should anticipate both onsite and remote work opportunities as the project situation dictates.

RESPONSIBILITIES:

  • Gather and define business requirements from various business areas of the Department of Revenue.
  • Create accurate and appropriate test cases for assigned projects and processes.
  • Work with the Project Manager and Department of Revenue staff members to verify that created test cases effectively test the identified development or process.
  • Facilitate various Agile processes such as Iteration / Release Planning, Backlog Refinement, Retrospective, Sprint Review, Daily Stand-up.
  • Support Agile practices and encourage the improvement of service.
  • Collaborate with the project manager to coach and guide team members to ensure they are utilizing the Agile methodology effectively.
  • Evaluate and verify the successful performance of developed items prior to user acceptance testing.
  • Communicate with the business areas regarding user acceptance goals and expectations.
  • Gather, review, and record all reported defects of user acceptance testing.
  • Contribute to the organizational goals and objectives of the department.
  • Embrace defined project delivery methodology through adoption and usage of templates and processes defined by the organization to complete daily tasks.
  • Review and escalate issues/decisions as needed.
  • Collaborate and communicate with the Project Manager, Branch Manager, Assistant Director, Director, and other members of the Department s management team.
  • Assist in the creation and management of team and customer expectations.
  • Provide reporting/status information to management and business areas.

REQUIREMENTS:

  • Ability to understand the Agile development process.
  • Familiarity with the primary techniques used by Agile teams for requirements gathering.
  • Recent experience working with project development, creating, or maintaining projects or processes.
  • Hands-on knowledge of project delivery tools.
  • In-depth, hands-on knowledge of the Microsoft product suite, particularly Word, Excel, PowerPoint, Visio.
  • Working knowledge of SharePoint.
  • Significant experience resolving and/or escalating issues in a timely fashion.
  • Excellent written and oral communication skills.
  • Excellent people skills.
  • Excellent time management skills.
  • Understanding of service delivery and project life cycles.
  • Ability to absorb new ideas and concepts quickly.
  • Ability to effectively prioritize and execute tasks in a high-pressure environment.
