The Alliance for Community Wellness is the clinical services department of HIV Alliance, an important pillar of the Eugene support community since 1994. Our behavioral health program has been growing since 2016, and is a community mental health resource with a focus on the LGBTQ+ community, serving marginalized populations, and working with trauma. Position Type: Starting at 0.5 FTE, hourly, nonexempt (20 hours/week); position will increase to 1.0 FTE as client load increases
Supervisor: Behavioral Health Manager
Location: We are hiring one position to be based out of Eugene or Salem. Travel will be required.

Starting rates by licensure:

- Without CADC II or III: $28.00/hr unlicensed; $30.00/hr licensed

- With CADC II or III, $30.00/hr unlicensed; $33.00/hr licensed

Bilingual candidates are eligible for an additional $1.50 Bilingual Differential. This differential is not included in the salary range above.

Eligible for part-time benefits. Position at 30 hours/week will be eligible for full-time benefits.

HIV Alliance is a local non-profit agency founded in 1994 to support individuals living with HIV/AIDS and to prevent new infections.

Position Summary
The primary role of the Qualified Mental Health Professional (QMHP) is to provide comprehensive mental health services and to provide initial assessment of behavioral health and substance use, and make appropriate referrals to outside community providers when needed. This position works closely with Behavioral Health Manager and Program Director to provide high-quality, low-barrier behavioral health services.
This position can be based in Eugene, with once- or twice-weekly travel to Salem or Roseburg, or be based in Salem, with once- or twice- weekly travel to Eugene; Salem-based staff hired for this position must be able to conduct sessions in English and in Spanish.
About 90% of our clients have Oregon Health Plan; 50% of our clients are living with HIV; 75% of our clients are members of the LGBTQ+ communities; and 33% of our clients are members of trans communities.

Essential Functions and Responsibilities
Conduct and document comprehensive mental health assessments
Develop Individual Services and Support Plan (ISSP) in collaboration with clients
Provide individual, family or group psychotherapy within the scope of education and training
Maintain confidentiality and records in compliance with CFR 42, HIPAA and HIVA policies and standards
Ensure patient comfort while visiting HIV Alliance
Serve as a client advocate and collaborate with other providers and staff in helping clients get access to government benefits, services, and healthcare as needed
Administer outcome measuring tools
Assist with mental health crisis situations during scheduled office hours
Utilize the electronic data systems appropriately
Refer clients to other psychiatry, behavioral health, substance use, or dual diagnosis programs as appropriate
Provide drop-in and crisis counseling services
Other duties as assigned

Required Qualifications
Graduate degree (Master's or Doctorate) in clinical psychology, social work, counseling, or related behavioral health field.
Professional license (Licensed Psychologist, LPC, LMFT, or LCSW) or registration or ability to register as licensure intern
Ability to become credentialed by the Coordinated Care Organization (CCO), and Division of Medical Assistance Programs (DMAP) as a Qualified Mental Health Professional (QMHP)
Demonstrable competency and experience in working with clients of diverse cultural backgrounds, especially LGBTQ+ clients, low-income clients, and clients with chronic health conditions, especially HIV+ and HCV.
Demonstrable understanding of how trauma affects individual, family and community psychology and ability to offer trauma-informed services
Demonstrable understanding of and ability to apply Harm Reduction principles
Excellent communication skills
Ability to work in a high impact, dynamic environment and maintain a positive attitude
Alignment with HIV Alliance values
Ability to identify areas of improvement and work on collaborative problem solving
Ability to develop concise treatment plans, notes and progress records
Ability to evaluate client progress and work with client to make adjustments
Knowledge of mental health treatment and related issues, including DSM- V diagnostic criteria.
Computer literacy
Valid Oregon driver's license, driving record sufficient to be covered by agency auto insurance policy, ability to transport self to job-related events, meetings and locations
TB test (provided at agency)
Flexible schedule required
Ability to pass agency criminal background check
For Salem-based position, experience working with clients whose preferred language is Spanish

Preferred Qualifications
Qualifications that allow them to bill Medicare for services (staff who are qualified to be credentialed with Medicare as a provider are required to be credentialed with Medicare)
Certified Alcohol and Drug Counselor level II or III certification, with experience and training working with dual diagnosis clients and ability to perform ASAM assessments
Experience working with LGBTQ+ clients, especially trans clients, and/or
For Eugene-based position, experience working with clients whose preferred language is Spanish; please note that this is a required qualification for Salem-based position.

While performing the duties of this job, the employee is required

Repetitive use of hands such as grasping, twisting/turning of wrists, and finger dexterity necessary to perform various clerical duties, such as typing and writing.
Frequent use of arms such as pushing and pulling to open and close drawers and cabinets
Ability to sit or stand for extended periods of time at an assigned station
Ability to bend, stand, and reach to be able to occasionally lift and carry up to 25 pounds (paperwork, office supplies)
Continuous clarity of vision at 20 inches or less for processing of paperwork
