Scope of Work Under direction of the City Traffic Engineer or designee, assist in plaining, organization, coordination, and execution of the engineering analyses, designs and specification preparation for traffic and transportation projects. Assist in monitoring and operating the Traffic Control Center. Perform other related work as required. Essential Job Duties Support or substitute for the City Traffic Engineer as needed for the proper function and operation of the Traffic Operations Division Oversee and/or participate in the development, configuration, and operation of the City's computerized control systems for traffic signals, school flashers, etc Manage and perform warrant studies for traffic signals, stop signs, crosswalks, school zones, speed units and others Review commercial and residential development requests in regard to traffic impact analysis and vehicular ingress/egress Review all phases of the platting process for commercial and retail development as related to traffic issues Prepare analysis and recommendations in support of geometric, roadway, intersection, and other infrastructure improvements Prepare analysis and recommendations for the installation and maintenance of traffic control devices within the city Prepare written memos and reports for the City Council and management staff as assigned Communicate with the Texas Department of Transportation, Midland County, and other agencies to coordinate complex issues related to traffic operations Perform related duties as assigned Physical and Environmental Conditions Ability to sit, stand and drive a vehicle to and from various work sites. May be exposed to seasonal temperatures in regard to work and project sites. Required Qualifications Ability to effectively communicate with employees, management, City Council, citizens, news media, other public agencies and outside organizations. An understanding of traffic engineering principles, practices and methods. Capable of administering contracts and conducting and managing comprehensive analysis of transportation and engineering issues. Capable of managing technical and support staff and establishing effective working relationships with other departments, contractors and the general public. Ability to communicate effectively with the public and other professional staff. An understanding of current practices identified in the Texas Manual on Uniform Traffic Control Devices (TMUTCD), ITE Traffic Engineering Handbook and Highway Capacity Manual (HCM). In-depth familiarity with traffic signal operations, central traffic signal systems, and intelligent transportation systems. In-depth familiarity with current practices of transportation access management. Minimum Education, Experience, and Certification Bachelors degree in civil engineering or related field with a minimum of 2 years experience in traffic engineering or related field. Valid Texas driver's license required. Certification as an Engineer in Training (EIT) required or ability to obtain within six months of employment.
