Job Summary This position works 37.5 hours per week. This position is responsible for a range of planning activities including the review and analysis of land development applications together with the review and related follow up work related to Building Permit issuance and Certificate of Occupancy inspections; prepares staff analysis and recommendations relating to land development requests; prepares written, verbal and Power-Point presentations of findings to Planning Commission and Board of County Commissioners; performs other current development review and comprehensive planning work as assigned. Planner 1 is the first and entry professional working level in the series. Incumbents initially work under close supervision learning and applying appropriate procedures and methods on specifically assigned projects and programs. This class is distinguished from the class of Associate Planner 2 incumbents by assigned project support duties in less sensitive areas or on less complex issues. Employees are expected to perform the work of a higher class for limited period of time for training purpose and on relief. Incumbents are expected to gain the knowledge and abilities necessary to promote to the class of Associate Planner 2 after one year of experience. Promotion from an Associate Planner 1 to an Associate Planner 2 is determined by an affirmative recommendation of the Director and a minimum of one year at a level equivalent to Associate Planner 1. TOTAL COMPENSATION:$62,112 - $86,896 annually.Total compensation is anestimatebased upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices. Examples of Duties Assists in the coordination and oversight of administrative and legislative actions involving multijurisdictional coordination; and under supervision, represents the Department before regional bodies, elected officials and other commissions and committees. Serves as Department representative in planning/permitting activities that may be controversial and politically charged, as directed. Participates in the review of current planning/permitting activities related to land subdivisions, residential and commercial permits, variances, urban design, concurrency for facilities and services, conditional uses, critical areas, transportation, shorelines and interlocal agreements. Develops methods, and directs and participates in the compilation and analysis of planning data and research related to the development of the County's Comprehensive Plan to include population, economic and land use trends, housing conditions, etc. Provides staff support for the development and implementation of capital facilities plans including transportation, water and sewer utilities, parks, schools and other services and facilities. Administers the State Environmental Policy Act as it relates to planning, including assisting in the design and authoring of environmental impact statements with associated mitigation measures. Assists in amending the County's environmental ordinance as necessary. Provides staff support related to Countywide Planning Policies and the Steering Committee of Elected Officials including amendments, interlocal agreements and staffing duties. Assists in the implementation of regional planning programs related to the Growth Management Act including urban growth area updates, land quantity and population capacity analysis, level of service analysis and environmental studies. Creates and presents PowerPoint presentations to general public, Planning Commission, Board of County Commissioner. Performs other related duties as required/assigned. Minimum Requirements Bachelor's Degree from an accredited college or university in Planning or related field. No required experience Possession of a valid Driver's License at time of application and must be maintained throughout employment. Selection Factors Knowledge of research, data analysis and report writing techniques. Knowledge of planning principles and practices. Knowledge of land use concepts and the impact of sociological, economic, demographic, environmental, energy and other factors influencing and affected by land use. Knowledge of computer technology and software applications. Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction. Skilled in establishing and maintaining effective working relationships with subordinates, county officials, contractors, engineers, architects, property owners and the general public. Skilled in using personal computers and related software applications. Ability to gather and organize data and to prepare synopsis of data and written reports. Ability to read, interpret and apply legal documents and descriptions. Ability to deal with the public in a pleasant, courteous and calm manner often under stressful situations. Ability to sustain a high degree of concentration, logical reasoning and/or creative thought.
