Job Summary

This position will serve as Associate Executive Director of the Human Resources department through providing leadership and promoting continuous improvement at the College in the area of human resources. The focus of this position is employee relations, performance management, AA/EEO compliance consultation and Title IX investigation. This position assists in completing the College's Affirmative Action Plan and responding to external civil rights complaints. This position assumes administrative leadership of the Human Resources department in the absence of the Executive Director.


Essential Functions

Ensure the organizations' approach to its employees is fair, respectful and consistent. Provide advice and guidance to supervisors and employees on performance management and employee relations issues. Provides guidance related to the outcome of organizational reviews, interpretation and application of issues related to the bargaining agreements, and Human Resources policies and procedures, as well as state and federal employment laws. As needed, coordinate with supervisors in developing, drafting and monitoring disciplinary notices, using the HRIS systems. Responsible for the development of performance improvement plans, HR interventions, and making recommendations on next steps. Approve and facilitate the termination process of employees. Oversee and coordinate employee relations, disciplinary and grievance investigations. Investigate and respond to employee complaints, including ICRC or other external civil rights/discrimination agencies.


Provide oversight to the College's Strategic Plan High-Level Initiatives (HLI) implementation that impact employee equal employment opportunities, access and success. In partnership with leadership, ensure a systemic approach is taken College-wide in setting priorities and goals for the HLI plan's articulation, implementation, measurement, and success. Ensure coordination of responsibilities and duties for the Plan's implementation through a project plan. Supervise staff who serve as expert resources for College personnel to consult on a cohesive approach to employee equal employment opportunities, access and success. Provide leadership and partner with appropriate stakeholders in developing and maintaining the College's Workforce Analysis, Affirmative Action compliance and reporting, Equal Employment Opportunity, and other applicable compliance requirements. Partner with Academic Affairs, Student Affairs and Operations to develop, deliver and oversee action plans and responsive educational programs that align with the law and the College's Strategic Direction.


Identify, innovate and drive best practice programs and systems. Identify and monitor data and metrics that are key data points in forecasting and continuous improvement, including exit surveys, employee surveys, and other indicators of employee satisfaction. Takes the lead in the Department toward establishing efficiencies using processes and systems. Lead the Department in prioritizing project management, coordinating with others within HR in identified best practice initiatives including but not limited to staffing plans, compensation audits, systems review, and employee records. Use insights to inform the College, this may also include training, newsletters, podcasts, and other communication modalities.


Provide functional direction to staff in daily operations and on special projects; serve as a member of the management team in negotiations; complete special projects and reports as assigned. This would include overseeing the collection of HR data and narrative information to revise the College's AA/EEO report. Assist in the development and review of human resources policies and procedures. Represent Human Resources department in committee work, special projects and strategic plan initiatives. Communicate regularly with HR team, updating the team on decisions and impacts. Identify potential conflicts or issues to be resolved. Ensure consistency and communication regarding HR/employee relations issues, including but not limited to Negotiations, Load Committee, employee equal employment opportunity, access, success and retention initiatives and College Leadership Committee.


Serve as Deputy Title IX Coordinator for allegations involving employees, conducting investigations and complaints of alleged discrimination and harassment. This position collaborates with internal stakeholders to ensure compliance with Title IX and other related federal and state laws across DMACC campuses. Consult with relevant stakeholders, supervisors, faculty, students and staff as needed. Hear appeals on supportive measures challenges. Remain knowledgeable about laws and regulations related to Title IX and inform faculty, staff and students about legal obligations, potential liabilities and policy issues impacting the College. When appropriate, conduct training sessions for faculty and staff regarding Title IX. Serve on institutional committees relevant to Title IX.
