The Autonomy and Command & Control Battle Management (C2BM) is seeking a talented Associate Director of Engineering/Program Area Chief Engineer to lead a group of Program Chief Engineers that will be leading large and complex new development programs. The Program Area Chief Engineer (PACE) is the engineering focal point for the Autonomy and Command & Control Battle Management (C2BM) Program Area with a focus on Software development and advanced data solutions tied to command and control, across and within multiple warfighting domains. The team serves world-wide supporting multiple missions including Battle Management, Command and Control, and Autonomous platforms. This person will be responsible for leading our teams in the development of systems that provide command and control, mission management, orchestration, collection, and processing. They and their team will be responsible for execution of existing programs, in addition to working/supporting new business opportunities. The PACE manages all the Program Chief Engineers within the group working with other cross functional leaders to execute and grow the business over the next 5 years. It is a high visibility position to the Autonomy and Command & Control Battle Management (C2BM) Leadership Team. The preferred location for this position is either Ft Wayne, IN; McKinney, TX; Cedar Rapids, IA; Sterling/Dulles, VA Primary Responsibilities: Proven leadership on development programs as a Lead (e.g. Chief Engineer, Program/Project Engineer, or Integrated Product Team Lead). Accountable for achieving Program Area engineering cost, schedule, and technical commitments. Ensure that Program Chief Engineers (PCE) and Engineering personnel are following approved processes & procedures. If failures occur, ensure root cause evaluation and corrective action implementation is thorough, addresses systemic issues (if any), and is in accordance with company policy. Review engineering execution risk mitigations and opportunity capture plans, ensuring they are appropriate to the work being performed and current state of the programs. Accountable for review of, and approval authority for, Program EACs, Gates and Engineering Bid Reviews (including ensuring Design-To-Cost and schedule targets are met; bid packages are thoroughly vetted; within scope, risks & opportunities identified and manageable), per the approved Delegation of Authority (DOA), or as otherwise directed. Hire, manage, mentor, and support Program Chief Engineers, assigning them to programs based on program need and PCE capability/experience. Assist PCEs to ensure programs are staffed with proper engineering personnel/skillsets to successfully execute programs within cost and schedule requirements. Develop and maintain succession plan and a robust mentoring of PCEs. Support Program Area financial planning and forecasting. Assist Program Chief Engineers (PCEs) and Engineering Disciplines (metrics and staffing plans for Engineering) to achieve sales forecast. Support technology roadmap development and maintenance, drive product & technology development, and prioritize company investment, in alignment with the Program Area strategy. Support front end of the business activities, to include working with customers to understand their needs, helping to shape future work and win strategies, and developing strong positive relationships with the customer community to make Raytheon Technologies the preferred supplier. Broad experience working front end of the business activities, leading engineering development efforts, and managing progressively larger and more complex engineering efforts. This position requires an individual that can perform with minimal direct supervisory support. As such the candidate must be highly motivated and a self-starter. Experienced mentor giving guidance, direction and holding individuals accountable for deliverables in their domain area. Continuously improve the performance of the team through development of staff. This includes assigning resources to projects, setting and evaluating goals, coaching and management of compensation, recognition, and awards. The candidate will collaborate across programs and engineering teams to identify efficiencies, share resources, and support the development of best practices, necessitating an ability to clearly communicate objectives and status to audiences with varying degrees of understanding of the products and technology. The candidate will be required to understand and manage both customer and IR&D funded projects. Decision Making - The candidate must demonstrate sound decision-making skills, strategic thinking, networking skills, and the ability to accurately forecast resource needs. Personnel Administration - candidates must be able to perform hiring, performance assessment, management of personnel issues, and create a highly engaged and motivated team. Present staffing plans and software execution plans to program leadership. Perform additional duties as assigned. Ability to travel as needed. Qualifications/ Experience Needed: Minimum of 12 years of experience. Experience in Aerospace or Government Defense Organizations. Solid business acumen inclusive of a sound understanding of the Program Area customer community and their needs. Experienced mentor giving guidance, direction and holding individuals accountable for deliverables in their domain area. Experience executing and leading programs that are Agile, Cloud and using DevSecOps. Experience with execution, process integration, Six Sigma, Quality or related process improvement methodologies. Experience in execution and management through the use of performance metrics. Broad experience working front end of the business activities, leading engineering development efforts, and managing progressively larger and more complex engineering efforts. Executive level communication skills are required, as the PACE works within and across mission area programs to be successful and serves as the single point of contact for Engineering activities. Work to influence others regarding discipline's practices, concepts, and approaches. Requires ability to communicate with executive leaders on mission area strategic and tactical initiatives. The position also requires the ability to inspire and influence the program team to achieve the desired results. Experience in program management activities, including working knowledge of Earned Value Management System (EVMS). Experience Managing a large team comprised of experienced professionals to develop new products, processes, standards or operational plans in support of the program.
Communicating with program stakeholders and customers to drive customer deliverables on-schedule. Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) unless prohibited by local laws/regulations and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience or in absence of a degree, 16 years of relevant experience. The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance. this position will require the ability to access US only data systems. Preferred Qualifications: Current/Active DOD Top Secret Clearance day 1 of employment. Able to attain a SSBI (TS/SCI) clearance (is desired, but not required) Experience working on Autonomous Collaborative Platforms and/or sUAS autonomy programs for Army, Navy, and/or Air Force customers. Domain knowledge in one or more of the following areas: Network Communications, Datalinks and Platform Integration. Knowledge of OMS-based architectures.
